BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 194,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is estimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 76,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK:

The Child Protection Manager is responsible for the overall development and implementation of quality Child Protection programs, in compliance with donor requirements. S/he will lead CP program design including proposal development; ensure the objectives of the CP program are met in a timely manner, and are being monitored and evaluated effectively; ensure that CP staff receive appropriate mentorship, technical support, and technical capacity building and that a positive team spirit is fostered encouraging innovative and quality programming. Additionally, the CP Manager will collaborate with other sectors to ensure that child protection is consistently mainstreamed across IRC sectors (safe programming). This position will be based in Ganyliel and will report to the Protection Coordinator in Juba.

KEY RESPONSIBILITIES:

Program Management and Development

* Develop high quality proposals in coordination with other IRC sectors and the technical units at HQ to develop competitive project ideas and proposals (including budgets), which are in accordance with the analysis of children’s needs, in response to arising funding opportunities;

* Ensure program quality;

* Coordinate and monitor the quality, timely implementation, financial management and reporting of the Child Protection program, in compliance with donor requirements;

* Provide on-going direct technical support, including assisting in the development of individual work plans to integrate Child Protection, ensuring best practice standards are met;

* Design training and facilitate them to build capacities of the staff, in accordance with their needs;

* Ensure timely submission of all program reports, quality of program data and proper archival of program information;

* Support the collection and analyze data for monitoring, problem analysis, planning and advocacy and evaluate program outcomes and impact;

* Identify gaps in data collection and develop tools and systems to ensure quality and consistent program monitoring;

* Conduct regular field visits (25%), meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified;

* Ensure ongoing mainstreaming of Child Protection to other existing Protection programs and work collaboratively with the different coordinators;

Staff Management

* Participate in the recruitment of the Child Protection program staff, encouraging a positive and committed team spirit, which fosters participation and innovation;

* Ensure the timely application of organizational procedures (including inductions, relevance of job descriptions, objective-setting and performance evaluations);

* Assess the training and capacity building needs in terms of Child Protection, and design and monitor professional development plans;

Grants Management and Reporting

* Collaborate with Field Coordinator and other operations Coordinators to ensure that the CP program is properly supported;

* Liaise with IRC’s CYPD Technical Unit and other departments as required to ensure effective and collaborative working relationships;

* Promote and represent the interests of the CP program with regards to all relevant stakeholders;

* Develop and maintain effective working relationships with relevant stakeholders including community members, NGOs, government authorities and UN agencies;

* Develop CP advocacy through information-sharing networks/forums.

Representation & Coordination

* Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination;

* Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate;

* Attend protection coordination meetings or represent the IRC in other relevant forums.

In accordance with these values, the IRC operates and enforce s policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation

REQUIREMENTS

* Masters degree preferred (International Relations/Development, International Law, Social Work, or related field);

* 3 years Child Protection program management experience, including at least 2 years in an emergency and/or post-conflict environment;

* Solid experience working in a cross-cultural environment required

* Demonstrated experience in project design, capacity building, training design and facilitation, and budget management;

* Experience working in partnership with local government institutions, strengthening local child protection systems;

* Strong understanding of protection principles and likely protection concerns arising in South Sudan context as well as conflict sensitivity;

* Experience in working with and coordinating with the UN , donors, INGOs and other stakeholders;

* Experience working in difficult locations; resourceful and flexible in a limited resource environment.

* Strong interpersonal, intercultural and communication skills;

* Excellent analytical, oral and writing skills in English ;

* Good computer skills: excellent knowledge of MS Word, Excel, powerpoint and email/internet software.

* Solid organizational skills: ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment, ability to multi-task, ability to improvise, flexibility, adaptability to transitions, be a team player.

WORK ENVIRONMENT:

* Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and vi olence into other areas and other states.

HOUSING:

* In Juba, lodging is a private bedroom in a shared IRC guest house – with electricity, internet and cable TV. Field office housing such as Ganyliel is in traditional huts or tents with separate shared basic latrines and showers and limited communication means. Food is an individual’s responsibility.
