Maryland Global Initiatives Corporation (MGIC), an affiliate of the University Of Maryland has received a five year funding from the United States Centers for Disease Control and Prevention (CDC) through the Partnership for Advanced Clinical Mentorship (PACME) Project. The overall goal of this project is to work with the MOH, RBC/IHDPC/HIV Unit and other national organizations for capacity building in the area of HIV/AIDS and other Public Health priorities.

Overall responsibilities:
The Senior Clinical Advisor (SCA) will provide direct technical support for HIV/AIDS clinical mentorshipactivities at the District level. In addition the SCA will ensure that tools and materials developed oradapted for MGIC Rwanda PACME Project supported activities are operationalized throughout supported facilities. The SCA will be the key mentorship leader for MOH mentors working at the district level. The SCA will play a key role in the operationalization of the technical strategy of the project under the supervision of PACME Project Director to ensure that mentorship and training activities are based on sound science and proven success.
The Senior Clinical Advisor will be responsible for:
• Technical leadership on implementation of the new HIV/AIDS guidelines through targeted sessionswith key healthcare practitioners and facility visits.
• Appraising success of the mentorship model at the facility level and developing strategies inpartnership with MOH, the Institute of HIV/AIDS, Disease Prevention and Control for improvement;
• Working with Institute of HIV/AIDS, Disease Prevention and Control to establish a Databasefor clinical cases to be used in future learning and teaching initiatives;
• Continuously assessing competence gaps among district level mentors and developing strategies tobridge those gaps;
• Operationalizing strategies for the integration of HIV services within primary care at the facility levelas part of mentorship activities;
• Providing technical guidance to district mentors in operationalization of standards of care as definedunder approved policies and guidelines and based on evidence and information generated throughcontinuous quality improvement initiatives.
• Coordinating with the MOH National Reference Laboratory as the contact for PACME supportedlab quality improvement initiatives
• Providing direct support and technical guidance to the Institute of HIV/AIDS, Disease Prevention andControl technical staff in enhancing their capacity to effectively supervise HIV and related programsin the country Other duties as delegated by the Project Director
Requirements:
The candidate should have at least the following:
• Degree in Medicine with more than 10 years of experience in HIV/AIDS clinical care and programs
• Master’s degree in internal medicine , pediatrics or HIV Medicine is an added value
• At least 5 years experience in training and mentorship of Health Care Workers in HIV program.
• Should have a sound knowledge of HIV, TB, opportunistic infections, malaria, and other infectious diseases
• Working experience with health facilities in resource limited settings
• Must be fluent in English
• Knowledge of French and Kinyarwanda languages is an added value
• Previous experience in supporting ministries of health in mentorship or education.
Other Skills:
• Working computer knowledge in Microsoft Word, PowerPoint, Excel;
• Experience in giving presentations in front of small and large audiences
• Understanding of the challenges related to care and treatment delivery in the local, resourcelimited context
• Ability to interact proactively with health facility and Capacity Building Team
• Self-motivated team player with the ability to delegate
