TERMS OF REFERENCE

Background

UNFPA’s Pacific Sub Regional Office (PSRO) is involved in supporting multiple countries in the Pacific region with their Population and Housing Census operations, in the context of an enhanced global support programme for the 2010 Round of Population and Housing Censuses. This support covers technical and programme support at various stages of census operations, in collaboration with National Statistical Offices (NSOs) and the Secretariat of the Pacific Community (SPC). With regards to data analysis the support by UNFPA focuses on the preparation of in-depth analytical studies, based mainly on census data but also on other data sources if available, on a range of topics as prioritized as a result of dialogue between NSOs and UNFPA Pacific Sub Regional Office. A list of topics by country is attached. The preparation of the in-depth studies aims, on the one hand, at capacity development of national staff and on the other hand, at utilization of census data for purposes of evidence-based policy information and formulation. The work involved is expected to take place over an extended period of time, and includes one or more short-term missions to the country in case of an expatriate analyst. The analysis will be based on the latest available census and/or survey data available. Usually basic census data analysis was done by the Secretariat of the Pacific Community (SPC) and has resulted in one or two volumes of census reports. In-depth analysis on selected thematic areas will be carried out under auspices of UNFPA. The latter is planned to be carried over the course of the year 2014.

Institutional arrangementsThe preparation of census monographs is to be carried out under contract with UNFPA. The work will be carried out in collaboration with the NSO, under supervision of the Government Statistician and UNFPA Pacific Sub-Regional Office (PSRO). Selected staff of the NSO will participate and contribute to the preparation of the monographs. The technical assistance provider is expected to provide on-the-job training to the selected NSO staff in carrying out data analysis and report writing and provide management and supervision of the selected NSO staff in carrying out assignments related to the preparation of the monographs. Please note that in some countries a different Government agency than the NSO might me the main contact point for the study.Expected OutputsThe current assignment is expected to result in two major outputs:1. Stronger capacities among staff of the NSO with regard to analysis of census data and report writing;2. One census monograph on the agreed subject matter/topic.The monograph is expected to provide substantive analysis of its main subject matter and major related factors, at national level and at sub-national level(s). The analyses are to be sex- and age-disaggregated, to the extent feasible, with special attention to gender concerns. The monographs furthermore should provide information by socio-economic and demographic background information of the population under study. The details of the content of the study will be discussed with the responsible in-country counterpart(s), and UNFPA-PSRO.

Specific tasks to be carried outIn consultation with the in-country counterpart(s) and PSRO, the consultant is expected to1. Identify and select in-country Government staff that will participate and contribute to the preparation of the census monograph;2. Identify any additional data sources that need to be utilized for preparing the analyses;3. Design detailed work plan for the preparation of the monograph, including tasks to be assigned to selected Government staff members;4. Prepare outline of the monograph for approval by the respective stakeholders;5. Define and arrange with the tabulations and any other data requirements for carrying out the assignment;6. Assist selected in-country staff with carrying out specific tasks related to the preparation of the census monographs and provide on-the-job training as required;7. Monitor and guide the tasks that are assigned to in-country counterparts;8. Manage, supervise, and substantively contribute to the preparation of the census monograph;9. Prepare regular progress reports.Time inputsIt is expected that the preparation of the monograph will require a maximum of 3 months. This includes one or two mission travel to the country in question with a maximum total length of 4 weeks (in case of an expatriate analyst). The exact timing is to be determined in consultation between the consultant, the in-country counterparts, other major stakeholders, and PSRO. Qualifications and competencies• Advanced degree in demography or related science with statistical component – Master’s Degree preferable or equivalent professional experience• 7 to 10 years professional experience in the field of social and demographic data collection, processing and analysis, preferably in a developing country• Experience in capacity enhancement and development and transfer of skills and knowledge for local counterparts.• Proficiency in current office software applications, data processing software, and data analysis software. Skills in working with CSPro will be considered an advantage.• Previous working experience with Population Censuses / Statistics in the Pacific region will be considered an advantage.• Fluency in oral and written English. A competency in a local language is not essential but an advantage.

Conditions & Remuneration: UNFPA PSRO will contract the consultant and will be responsible for the payment of consultancy fees payable according to qualification and standard terms of payment and subject to satisfactory completion of assignment outputs.
