In 2010, HI started the four-year project “Multi-Stakeholder Initiative (MSI) to improve access to rehabilitation services in Kurdistan Region”, working with various rehabilitation centres in Kurdistan. This pilot initiative, whose first phase ended at the end of 2013, will now enter into a new 4-year phase, while expanding its geographical coverage to the three Governorates of Kirkouk (South of Sulaymania), Missan and Basrah (Southern Iraq).
This new phase will consist in the implementation of the two following complementary projects:- “Mobilising local communities and stakeholders to improve access for persons with disabilities in Iraqi Kurdistan” funded by the Luxemburg MoFA for a period of 48 months;- “Towards a greater participation of persons with disabilities and their representative organisations in Iraq’s development process” funded by the European Commission for a period of 36 months.
General mission: within the mission and projects teams, in close collaboration and coordination with the Regional Technical Unit (RTU), and with respect to the functional link existing with the RTU, as “Rehabilitation and Inclusion” Projects Technical Advisor (R&I PTA), you are responsible to ensure that Handicap International’s technical policies, methods and approaches in her/his sectors(s) of professional competencies are implemented with highest quality at projects level .
Responsibility 1: Provide the appropriate technical support to the organization and implementation of all project activities
Responsibility 2: Monitor, evaluate and support the development of technical capacities of HI staff and partners involved in project activities
Responsibility 3: Monitoring and reporting
Responsibility 4: Capitalization work
Responsibility 5:Provide accompaniment in the definition and implementation of the programme’s pluri-sectorial approach or national policies and strategies
Regarding the security environment, the Kurdistan Region has been the safest part of Iraq, escaping much of the violence that raged the rest of the country since the fall of Saddam Hussein in 2003. In 2013, one bombing in Erbil and one in Suleymaniah took place, targeting government buildings or officials. The rest of Iraq, and notably the other project’s areas of intervention (Kirkuk, Basrah and Missan governorates) have been the theatre of important violence, leading to the remote management of our project in Missan governorate. A security mission will be organise in the first quarter of 2014 to assess the security situation and update the security guidelines accordingly.
The position is part of the regional program and might require trips to other countries of the region in which HI Middle-East Regional Programme operates

•Advanced degree in occupational therapy, physiotherapy or equivalent•Minimum 2 years experience in development or post crisis environment •Experience and/or training in rehabilitation, inclusive development, CBR or related fields•Strong interest in Disability rights and Advocacy, and support to Civil Society •Experience under specific security conditions (cf. south Iraq secu conditions)•Strong ability to work autonomously, combined with a high level of team approach and efficient reporting to the management •Excellent communication & diplomatic skills are essential to ensure cohesion with the other project staff and partners•Fluent English
EMPLOYMENT CONDITIONS: Salary: 2150-2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance OrVolunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
