Job Summary: PCI is strengthening its engagement in the area of gender equity and women’s empowerment. The position of Technical Advisor, Gender will lead support of this effort, including active engagement in support of PCI’s 2013-16 Gender Equity Strategic Direction. The Technical Advisor, Gender will represent PCI’s gender work within the international development community with a focus on Washington, DC and the East Coast and will contribute to positioning PCI as a leader in gender equity and the economic and social empowerment of women.
The Technical Advisor, Gender will lead provision of technical assistance to projects and support proposal development ensuring that all of PCI’s programs integrate gender effectively. In addition, s/he will participate in policy work and represent PCI’s work in gender in DC, ensuring that PCI’s profile and reputation is enhanced within the international development community. S/he will play a key role in supporting gender to be effectively mainstreamed and/or integrated both within the organization and across the work of PCI globally. S/he will participate in the design and implementation of gender-sensitive programming and will lead technical assistance for program expansion and improvement of PCI’s Women’s Empowerment (WE) Initiative.,
The position of Technical Advisor, Gender will be based in the PCI Washington, DC office and will work under the overall supervision of the Senior VP of Programs.
Key Duties and Responsibilities:
• Serve as the PCI Technical Advisor on gender by providing leadership and strategizing on ways to strengthen PCI’s gender programming and reputation organization-wide;• Represent PCI in relevant networks and forums in DC and elsewhere, ensuring that PCI’s work on gender is well known and position PCI as an expert organization in gender integration and mainstreaming;• In coordination with the WE Director, represent WE in appropriate fora in DC and the East Coast;• Participate in policy dialogues around gender ensuring that PCI’s perspective and experience is reflected in policy recommendations;• Write, publish and present on PCI’s gender-related experience, research and project outcomes in peer-reviewed journals, conferences, workshops, etc.;• Serve as the liaison for PCI’s work on gender with inter-agency groups and relevant development partners;• Provide support for gender-related resource mobilization, including monitoring donor priorities, drafting concept notes and integrating gender into project proposals;• Lead organizational gender analyses to provide an environmental scan of PCI’s target communities to determine the local gender dynamics and causes of inequities;• Provide trainings and on-going technical assistance on gender integration and/or mainstreaming to build PCI’s capacity globally;• Identify and share gender-related resources and materials throughout PCI as part of PCI’s efforts to leverage knowledge and build staff capacity;• Manage PCI’s Gender Equity Commission, including engaging the field office gender focal points, leading the development of Gender Gold Standards, conducting GEC meetings, cross-sharing of lessons learned and best practices in gender programming; • Develop performance indicators and targets to enhance PCI’s gender-responsive programming and support PCI in developing tools and conducting assessments to monitor progress and achieve targets;• Support the formulation of clear and measurable goals and expected outcomes related to gender equity and women’s empowerment in PCI programs;• Work with field staff and stakeholders to identify gender priorities, activities, and roles and responsibilities;• Conduct internal gender audits to assess PCI’s programmatic and organizational capacity in promoting gender equity, equality and women’s empowerment and provide necessary recommendations for improvement; and• Other duties as assigned.Required Qualifications:
• Minimum 6-8 years of experience working in development, including field-based experience• Minimum 5 years of experience in gender programming, including gender analyses, assessments, mainstreaming, and integration.• Experience as a Gender Specialist/Gender Expert on past development projects.• Experience in mentoring and training in gender issues, collaborating with government and civil society groups, and program implementation with a gender focus.• Experience creating and implementing gender assessment tools to monitor and evaluate projects and programs.• Experience with social inclusion and working with marginalized/indigenous groups.• Master’s degree in gender studies, development, or a relevant social science discipline (MPH).• Experience working with USAID and other large international donors required.• Familiarity with and experience in quantitative and qualitative participatory research methods.• Strong writing and communication skills, including documentation of program results, case studies and marketing/positioning materials; funding proposals; and donor reports.• Spanish language would be an asset.• Experience working with village savings and loan associations or other women’s financial services a plus.• Experience with the use of information technology for gender-oriented programming a plus.
