ICAP at Columbia University supports a large portfolio of activities, with a focus on HIV, TB, and malaria prevention, care and treatment and other health-related activities. ICAP focuses its efforts on health systems strengthening through training and mentorship of workforces, enhancing infrastructure, and developing systems of service delivery. Its portfolio of work also involves support for research, training and strategic information-related activities and significant attention is devoted to effective monitoring and evaluation of all of its activities. The current portfolio of awards is focused on sub-Saharan Africa and Asia. At an organizational level, ICAP leadership and staff situated in its headquarters office work directly with in-country ICAP teams and others to support the successful design and implementation of projects and activities and to ensure that all goals, objectives and outcomes for each project are closely monitored and achieved. ICAP routinely works directly with in-country governmental and non-governmental organizations and provides direct support to national and sub-national ministries of health, district health teams and health system facility staff, as needed.

OVERALL JOB FUNCTION:
The Senior Implementation Director (SID) is experienced in international public health and project management and provides overall strategic and programmatic guidance, coordination and support to the management and implementation of programs, projects, and activities undertaken by ICAP at country level. The SID supervises a team of individuals engaged in providing support for and coordination of ICAP projects and activities at country level. . In this capacity, the SID has overall responsibility for working closely with ICAP country directors and project managers to ensure the achievement of all goals, objectives and targets set for its international activities.
DUTIES AND RESPONSIBILITIES:
Guide the development and implementation of models and strategies for implementation of ICAP projects at country level
Provide direct supervision to a team of direct reports, and high-level management guidance to ICAP country directors, country representatives, project managers and consultants, as needed
Assist the ICAP Director to provide high-level supervision and guidance to ICAP Country Directors and project leaders to maximize their performance in the areas of project management, human resources management, office leadership and donor relations; elements
Contribute to the identification of opportunities for new donor-funded projects and make significant contributions towards the development of proposal packages and design of proposal work plans and budgets
Oversee the development of work plans for existing projects and activities to ensure fidelity to donor expectations and effective implementation of activities
Ensure coordination of support to ICAP projects by facilitating technical inputs and assistance from direct reports and other ICAP technical and operational staff, as needed, in the areas of Strategic Information, Clinical and Training, Strategies and Partnerships and Finance and Administration
Communicate regularly with donor offices and staff in-country, as needed, regarding program implementation issues and challenges as they relate to achievement of agreed-upon objectives and targets
Represent ICAP in strategic meetings with in-country partners, at international, regional and national conferences, and with donors
Serve as a Principle Investigator on select projects, lead the preparation of reports, and manuscripts to communicate ICAP’s work to the broader public health and scientific communities and present and/or publish project-related data, as appropriate
Perform significant international travel to support project implementation
Perform other duties, as assigned, by the ICAP Director
MINIMUM QUALIFICATIONS AND EXPERIENCE:
Advanced degree in medicine, nursing, public health or related field, plus 5-10 years of experience in HIV programming, international health, public health or development programs or related activities
At least five (5) years of direct experience in staff management and supervision, staff recruitment, staff motivation and effective team-building
Sensitivity to cultural differences and understanding of the complex political and social issues related to HIV and other public health threats in resource-limited settings as well as the health services structures within these settings
Experience working with US Government (USG) donors and technical agencies, other bilateral donors, and major multi-lateral organizations active in international public health (e.g., WHO and the Global Fund)
Experience developing complex project work plans, budgets, progress reports, summaries, manuscripts and presentations
Ability to work well with others and to develop and maintain compatibility among project staff, donors, sub-contractors and other partners in a fast-paced work environment
Excellent interpersonal, writing and oral communication skills
Capacity to undertake significant international travel , including travel to and within multiple African countries
Fluency in spoken and written English
PREFERRED QUALIFICATIONS:
Direct experience in the design, management and implementation of domestic or international HIV programs
Previous resident experience in one or more developing country settings
Fluency in French or Portuguese
