JOB SUMMARYThe Child Protection Manager will manage the protection programming for displaced Syrian children and youth, including psychosocial and recreational activities. This will also include engaging parents and the wider community in strengthening the child protection environment. Special focus will be given to vulnerable groups, including women and girls, children with disabilities, and child survivors of violence. The Child Protection Manager will lead the Child Protection in Emergencies programming as part of the broader Protection programming and coordinate closely with the Psychosocial Support (PSS) and Gender-Based Violence (GBV) teams. He/she will report to the Emergency Response Team Leader based in Turkey, with direct line of supervision from the expatriate Protection Coordinator.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Management of Child Protection• Conduct Child Protection needs assessments among the affected populations, in line with IASC guidelines and Child Protection assessment tools. • Support the development of Child Protection in Emergencies (CPiE) and overall Protection programming, including of relevant program materials and tools. • Manage Child Protection teams across several sites to ensure service delivery and Child Protection in Emergencies minimum standards. • Lead Child Friendly Space (CFS) program to provide psychosocial support and recreational activities for children 4-13 years of age.• Lead Youth Empowerment program (YEP) to provide psychosocial support, life skills and empowerment for youth 14-18 years of age. • Support CFS and YEP teams to identify and conduct parent support groups and other appropriate community-based activities. • Identify and support local partners to conduct activities with children and youth and integrate CFS/YEP activities within schools and community centers as possible. • Train CFS Animators, YEP Facilitators, and other Child Protection staff in CPiE, Psychological First Aid (PFA_, and other relevant trainings as needed. • Conduct on-the-job supervision and training assessments to evaluate key competencies and training needs of Child Protection staff and update training plan accordingly. • Prepare and implement a Training of Trainers (ToT) program on CPiE and other relevant topics and support national trainers to conduct further trainings. • Support the development of a Child Protection Policy (CPP) in program sites and engagement with local leaders and other service providers for promotion of a child-friendly environment. • Support Child Protection staff to appropriately identify and refer children in need of more specialized services, including to integrated mental health and protection case management and psychosocial support by Psychosocial Workers (PSWs).• Support the development of referral pathways internal to the organization and with external service providers to strengthen links to available services for Child Protection, including regularly updating service directories/mappings. • Lead the development of appropriate IEC materials on Child Protection, as well as Protection in general, to build awareness of services and promote key messages. • Lead recruitment of new staff and program start-up in new sites as necessary. • Support with team-building, performance review, and professional development of staff.

Program Monitoring, Capacity-Building, & Coordination • Provide continual technical support and monitoring of Child Protection program activities for capacity-building and to ensure minimum standards for Child Protection in Emergencies.• Ensure participation from beneficiaries in program development, implementation, and evaluation and feedback mechanisms for accountability.• Work closely with support departments to support program administration and the logistical implementation of activities in program sites. • Coordinate regularly with other teams within the Protection department and other departments.• Build Child Protection mainstreaming through training of other service providers and sharing of relevant data on the needs and concerns of children and youth. • Participate in interagency coordination mechanisms for the provision of Child Protection activities and services, sharing of relevant information, advocacy on key messages, and development of sector strategy.• Support the development of appropriate M&E tools, including the use of IMC standardized tools as possible, and the collection of program data from program sites on a weekly basis.Reporting • Ensure disaggregated and cumulative tracking of clients/beneficiaries and documentation of all activities and outcomes. • Participate in preparation of internal and external reports, including submission of weekly reports to Protection Coordinator.• Maintain program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data. • Ensure programming is on track to meet objectives; reporting daily on important issues that are cross-cutting, highlight protection tends, and/or require supervisor feedback and decision-making by the Protection team.• Other tasks as necessary.

REPORTINGThe CP Manager reports directly to the Protection Coordinator and receives technical support from the relevant Technical Support Units.

Qualifications: SKILLS & REQUIREMENTS• University degree in international relations, social science, psychology, or another related field; MA/S in international development, human rights, law, social work, or other related advanced degree preferred.• Minimum of 5 years (of which at least 3 years in the field) of professional experience in humanitarian work, and substantial experience in child protection, including in emergencies and conflict settings.• Demonstrable technical expertise in the assessment of and design and delivery of responses to psychosocial distress for children and young people. • Experience with youth programming and empowerment approaches. • Knowledge of family- and community-based approaches to child protection and psychosocial support.• Good knowledge and understanding of humanitarian principles, protection frameworks and tools, and established international child protection minimum standards. • Experience with participatory approaches to protection and working with vulnerable groups, including gender programming and with persons with disabilities.• Knowledge and/or working background of working with refugees and IDP’s.• Experience in training on child protection technical areas with a variety of audiences.• Experience in child protection monitoring and conducting assessments.• Strong organizational, supervisory, and team-building skills.• Strong interpersonal skills and the ability to work within different cultural environments.• Honest, hard working and a self-motivated person.• Ability to work within a team structure or in isolation, flexible, and can cope with stressful workload and working with limited resources• Ability to travel on short notice to project sites by car, boat or air• Excellent written and verbal communication skills, including proposal writing skills• English language proficiency is required and knowledge of Arabic and/or Turkish language is an advantage.
