Strategic Asia is a niche development consultancy based in Jakarta, Indonesia. It is inviting applications for the post of Team Leader for DESIGN AND IMPLEMENTATION OF ANALYTICAL FRAMEWORK FOR SME POLICY REFORM PROJECT. Both nationals and internationals are encouraged to apply for this post and on being hired, team leader must participate in enhancing the tender bid proposal for the program along with fulfilling following job requirements for executing the program itself. The team leader will report to the Managing Director of Strategic Asia.

The contract runs for 16 months, from January 2014 to April 2015.

Requirements :

1.The Team Leader has preferably with a Ph.D in Economics from a reputed university.
2.He/she has preferably more than 20 years of experience in the field of development and research working in an international agency and/or in a globally recognized research institute in SME development/ experience relevant to the project
3.The team leader has preferably undertaken surveys and empirical work, and prepared high quality publications in the area of human development covering skills training and education.
4.Experience in leading a team of economists and development professionals in doing complex analysis and communication strategy will be an advantage.
5. Past experience of empirical work on Indonesia / using Indonesian data-sets
6. Strong track record in high quality analytical work, especially related to public policy and regulation of the business environment and SMEs;
7. Experience with developing new analytical approaches in unknown areas, including developingmeasures
8.Experience with communications strategies and implementation over a long time period.
9. Must be fully fluent in English both written and spoken.Knowledge of Indonesian Bahasa is preferable

Job Description

This project is jointly managed and implemented by the World Bank Group (WBG) and by the NationalTeam for the Acceleration of Poverty Reduction (TNP2K, attached to the Vice President’s Office andfunded by the Australian Government Aid Program).

The objective of this project is to foster awareness and consensus within the Government of Indonesia(GoI) for key reforms toward a more comprehensive and coherent development strategy and policiesfor Small and Medium Enterprises (SME) at the national level and thereby promoting sharedprosperity in Indonesia.

The objective is to be achieved by combining a series of mixed-methods analysis of the operatingenvironment for SMEs with a strong emphasis on communications from the start, integrated into inthe design of the analysis.

Greater commitment to key reforms by GoI ( Government of Indonesia) will allow SMEs to participate more fully in Indonesia’s economic success in the future, by:

• Identifying the binding constraints to SME growth in Indonesia;
• Communicating and highlighting the lack of fairness of these constraints and urgency for policyreform; and
• Engaging key stakeholders to catalyze needed reforms, especially at the national level.The project team is seeking a firm to help develop an analytical framework for the project andimplement the framework (or provide advisory) for the duration of the project (see timeline belowfor details). This consultancy will be funded (and the contract managed) by TNP2K.The team leader will manage a team of economists and researches and will be responsible for a scope of work that can be divided into three basic parts (details in TOR which can be downloaded with this application) :
• Establish an analytical framework for this project;
• Provide ongoing support and advice for the duration of the project; and
- Produce an analytical report (in several parts) with the end result of the analysis.

In addition, Team Leader will be responsible for liaising with the firm implementing the communications strategy. The work will be carried out in parallel to – and in collaboration with – the design and implementation of the communications strategy.
