Organizational ContextMinistry of Communications and Information Technology (MoCIT) is the specialized governmental body of Afghanistan in Communications and IT and postal sector, established with the objectives of implementing the Afghanistan Government policy in these sectors. The mandate of MoCIT is to provide high quality communication, IT and portal services for the Afghan people at affordable prices. The ministry has been actively advocating for a positive change in the society by connecting the Afghan people to knowledge and resources, which will enable them to improve the quality of their lives. The Afghan government aims to establish a stable and democratic political environment, rule of law and favorable regulatory environment for business. The mission of the Ministry is to create solid grounds that will ensure the effective and efficient development of the telecommunication, postal and communication sectors and transition to the Information Society in Afghanistan.The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programs by providing them with skilled international technical experts and capacity development advisors.
On behalf of the MoCIT, CTAP is now seeking to fill the position of IT Systems Management and Software System Analysis Advisor to work in MoCIT under the supervision of the Information & Communication Technology (ICT) directorate.
- Position2.1 Nature and Scope of AssignmentThis assignment involves supporting a government-led capacity development program within Ministry of Communication and Information Technology under the supervision of the ICT General Director and Head of Afghanistan National Data Center respectively. The successful candidate will provide technical advice, management support and technical inputs required to allow ICT Directorate of MoICT to achieve the target of capacity building in technical areas within Technology &IT sector in Afghanistan. The successful applicant will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills, expertise and knowledge to them. This position does not involve any type of management or line responsibilities under any circumstance. 2.2 Duties and ResponsibilitiesWorking in close coordination with the Director of ICT and the rest of the ICT directorate team as counterparts, other relevant directorates, relevant advisors at ministry, and assistance from CTAP capacity development team, IT Systems Management and Software System Analysis Advisor will:
• Help with the MoCIT plan for capacity building i.e. technical expertise knowledge transfer.• Assist and train the national counterparts on the methodology analysis used for eNID project that can be used for other projects. • Assist and train relevant counterparts on implementation of projects with an introduction of international best practices.• Assist the directorate and train the national counterparts on how to manage eNID project from technical point of view.• Assist the relevant staff on how to manage the eNID software team.• Train the relevant national counterparts on how to implement the delivery plan for eNID project and upcoming projects.• Assist the directorate to analyze and examine the eNID existing system, train national counterparts on how to improve and implement the existing system.• Assist relevant counterpart in analyzing the eNID system requirements, gather system requirements based on client’s needs.• Advice the directorate ICT and provide technical specifications for new or modified eNID system.• Assist and train relevant staff in implementation of a test plan.• Develop an execution procedural policy or approach for eNID launch.• Assist the directorate and other IT staff such as developers on system requirement analysis.• Develop implementation strategy for new systems.• Assist and train the relevant staff in project management of eNID and other projects in pipeline.• Conduct system analysis training to the technical team.• Develop technical documentation on life cycle of eNID system as well as other proposed IT systems.• Assist and train the relevant counterparts on how to track and report the progress of the eNID system with the 3rd party companies.• Establish comprehensive communication that to facilitate the ICT directorate to communicate the technical needs of eNID to 3rd party companies.
2.3 Deliverables The deliverables of the Software System Advisor are:• An inception report on the basis of situation analysis developed;• A work plan on the basis desired outputs in place• Test plan for eNID project developed• Go-live plan for eNID project developed• Software System Project Management methodology established• System analysis on eNID system established• System requirements list on eNID system compiled • Test plan on eNID system developed and implemented by ICT directorate • System analysis report in place• Required specifications for new or modified eNID system in place• Required technical documents developed• Comprehensive communication mechanism in place • National staff fully trained on e-NID system implementation
2.4 Skills, Experience and Qualifications RequiredThe successful candidate should have the following skills, experience and qualifications:• Master degree in Computer Science required, Phd preferred• At least 10 year of relevant work experience in IT and technology sector• Excellent skills in software system analysis, integration and implementation • Experience of working with project delivery of huge scale• A great team player, sociable, with excellent communication skills• Strong communication skill in English is essential• Knowledge of local languages (Dari & Pashto) a plus • Demonstrate able analytical, reporting and presentation skills• Demonstrated capability and experience of providing training, coaching and mentoring to local counterpart staff. • Previous experience in under-developed, insecure or post-conflict environments is a plus
