Introduction

DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC programme components include support to Afghan communities through Protection, Livelihood, Emergency Response, Demining and Community Safety. DRC has a long-term view to its programming in Afghanistan and expects to grow significantly in a relatively short period. The current DRC projects are funded by international recognised donors such as DANIDA, ECHO, EC, and various UN agencies as well as by DRC own funds among others. DRC’s humanitarian values include a commitment towards the most vulnerable, transparency and accountability.

Overall Objective of the Consultancy

The Business Development Consultant will work very closely with the DRC Livelihoods Programme Team and our local partner, and will use their technical expertise and experience in order to further develop the enterprise and business skills development components of DRC Afghanistan’s programme. This will predominantly be achieved by establishing and documenting methodologies built on best practices and lessons learned, developing training curricula, capacity building DRC staff and our implementing partners. All materials developed must be tailored to the needs and capacity of our target beneficiaries - predominantly IDPs and refugee returnees, often with low levels of literacy and numeracy - in their local languages, Dari and Pashto. Our local team will support the consultant in this regard.

Specific Responsibilities:

Business Skills Development

• Develop a business skills development training component to be used for vocational trainees as an integral part of their current curriculum• Develop a business skills development training curriculum tailored to our SME beneficiaries• Develop a basic financial management training component to be used as part of more general life skills training package• Establish and document training methodologies and approaches for the curricula• Develop assessment methodology and approach for labour market assessments and different business models that should be adopted in response to different market potentials, including acting as technical lead on at least one labour market assessment • Train Business Development Officer and key livelihoods staff on how to guide small enterprise groups and cooperatives in developing business plans, including leading staff in practical exercises

SME Development

• Provide technical input and support to livelihoods programme team in implementing ongoing SME activities under DRC Afghanistan’s livelihoods programme• Establish and document programme methodologies for assisting vocational training and business skills development beneficiaries to establish SMEs

Cooperatives and Interest Groups Business Development

• Work closely with the Deputy Livelihoods Programme Manager in order to support business skills development for cooperatives and interest groups, with a particular focus on our community greenhouse and poultry initiatives

Capacity Building

• Ensure that Livelihoods Team, in particular the Business Development Officer, have increased capacity regarding core enterprise and business skills development activities• Ensure the business development officer is able to implement the documented programme methodologies and training curriculums that are established as part of the consultancy

Qualifications

• Higher education in business, economics, marketing, development or related field• Minimum 7 years relevant work experience, with a minimum of 3 years for a humanitarian/development organisation

Skills and Experience

• Experience with and technical knowledge of enterprise development programming• Experience of working with urban displaced population is essential• Good experience of working directly with local communities and local authorities• Excellent training skills and experience, for both community and professionals• Experience of implementing livelihoods projects• Good management skills and capacity building skills• Excellent English writing and oral communication skills• Knowledge of Dari and Pashto is desired, but not an essential criterion for selection• Solid computer skills (Word, Excel, PowerPoint) and report writing ability
