Scope of Work:

The Head of Design, Monitoring and Evaluation will drive project development, project implementation and business development in Integrity’s Design, Monitoring and Evaluation (DME) service line, with ultimate responsibility for all DME staff and projects.

The DME service line offers integrated programme design, monitoring and evaluation solutions encompassing the full project cycle. We help our clients improve the impact, efficiency and sustainability of their services, while providing accountability and insight to funders. We work with our clients to deliver:

  • Needs assessments?
  • Programme design?
  • Baseline surveys?
  • Monitoring systems ?
  • Programme Evaluations

Our monitoring systems are designed as an essential part of tracking the ongoing impact of an intervention, and as a vital source of evidence for project evaluations. Where possible we look to simplify and streamline our systems with other processes to reduce administrative layers.

We engage closely with our clients and stakeholders to ensure a fair evaluation and to demonstrate causality of activities and impact, while factoring in and explaining change and adjustment. We help organisations build up accountable and transparent structures, and provide sensible conclusions and recommendations to enhance the effectiveness and impact of future activities.

H/DME will be managed by the Director of Services and work in close coordination with Integrity’s other service lines and international offices. H/DME will be based in London (Integrity headquarters) with business-related travel of up to 50 per cent level of effort.

Terms of Reference:

A. Corporate Development (20 per cent level of effort)

  1. Contribute to Directorate Services strategy development, with a focus on DME and in close coordination with Director Services.
  2. Develop Integrity’s capability to deliver DME projects and programmes by expanding Integrity’s DME team and network of quality consultants.
  3. Build Integrity’s ability to implement DME projects and programmes.
  4. Contribute to enhancing Integrity’s internal processes and procedures to develop and implement projects across all service lines.
  5. Lead on the innovation and evolution of Integrity’s DME methodologies and approaches in close cooperation with the Lead on Methods and Quality Assurance (L/MQA).

B. Business and Project Development (50 per cent level of effort)

  1. Expand Integrity’s client base in the DME service line by utilising existing networks and building new client relationships.
  2. Lead the DME service line business development strategy, in close cooperation with Directorate Business.
  3. Develop Integrity’s stable of DME clients and relationships and transition client dialogues and tenders into concrete and implementable projects and programmes.
  4. Contribute to the development and growth of successful project and programme proposals, both technical and financial, primarily in the DME service line but also in cooperation with the wider Integrity team and covering other service lines when required.

C. Project Management and Implementation (30 per cent level of effort)

  1. Oversee all contracted work in the DME service line, either directly or through remote management and project sponsorship.
  2. Deliver on specific DME contracts when there is a strategic imperative or as required by specific clients.

Education and Experience:

The candidate will have:

  1. A master’s degree in international development, international relations, business administration or a related discipline.
  2. A minimum of 5 years experience of relevant project and personnel management, preferably in fragile and conflict affected environments.
  3. Excellent knowledge of design, monitoring and evaluation concepts, debates and best practices.
  4. Experience delivering design, monitoring and evaluation projects / programmes in challenging environments, including a minimum of 12 months deployment outside of home country.
  5. Experience managing project teams in complex environments.
  6. Familiarity with fragile and conflict affected environments in Africa, South Asia and / or the Middle East.
  7. Demonstrable experience managing budgets.

The candidate will be able to:

  1. Build and lead teams, manage complex projects and deliver in challenging and fast-moving operational environments.
  2. Write and communicate fluently and articulately in English.
  3. Develop and manage relationships with a diplomatic and personable approach.
  4. Think strategically and analytically.
  5. Present findings clearly, both diagrammatically and in narrative.
  6. Demonstrate strong communication skills, leadership skills and an ability to work well ?both independently and in teams.
  7. Work under pressure and to tight deadlines.
  8. Demonstrate personal commitment, flexibility, efficiency and a drive for results.

Languages:

  1. Written and oral fluency in English.
  2. Competency in Arabic, Swahili, Urdu or French desirable.
