MISSION

Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 200 expatriates and 1500 local managerial staff and employees.

Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.

SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. The first 9 months of 2013 have been extremely challenging due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The budget for 2014 should be of about 5 M€, with 4 operational bases + the coordination team in capital, and the team should be made of around 20 expats and 200 national staff.

OBJECTIVES OF THE POSITION

Under the supervision of the EP&R Coordinator, the Flying EPR Logistician carries out logistics support for the program, as well as budget management of the EP&R program in compliance with donor and SOLIDARITES International procedures.

Purpose of the position

  • Providing technical, logistical, supply and administrative support to the program in close coordination & collaboration with the coordination team in Juba.

  • Active in coordination distribution, staff recruitment and management, security and transport issue on the ground during the assessment/intervention

  • Ensure that Solidarités International’s policies and guidelines for Logistic, Financial and Human Resources is properly implemented as well as of the supervision of all the logistics and administrative activities in the area of intervention. Assisting in the implementation of security procedures and able to carry on security assessment on his own.

  • Acting as security back-up in the absence of the EP&R Coordinator.

In the event when the EP&R team intervene in the existing Solidarites base, the intervention will be done with a close collaboration with logistics and administrative department in place in order to make sure that process already in place are respected and followed.

This position requires strong field experience and autonomy. He/she will need to manage security link to his/her function in volatile environment and in different and new locations in the country. Access to assessment and intervention locations is sometimes challengingduring the rainy season and a good physical condition is required.

PROFIL

Experience

  • Bachelor’s degree or higher in logistics
  • At least one years of management experience in logistics(required)
  • Experience in training; ability to design and implement training
  • Strong working knowledge of procurement and purchase procedures and experience in applying them
  • Experience on team management
  • Field experience (conflict/ post conflict area) of implementing emergency humanitarian programs
  • Experience with SOLIDARITES INTERNATIONAL is an asset
  • Experience on watsan projects is a plus

Skills

  • Handy and resourceful
  • Knowledge of vehicle management and maintenance.
  • Good skills in staff management
  • Technical support for the staff
  • Knowledge of emergency humanitarian strategies
  • Report writing skills

Language

  • Fluent English, written and spoken
  • Knowledge of Arabic is an asset

Computer skills

  • Good command of Pack Office
  • Knowledge in GPS / Google earth

CONDITIONS :

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
