This is a 20 month cross-sector project designed to bring together a wide variety of stakeholders, including those responsible for governance, access to Justice and provision of security to ensure that Pakistani citizen rights and the democratic processes are strengthened at provincial and local levels. The programme office will be based in Islamabad but work will span across three districts: 1- Punjab (Multan, Rajan Pur, Dera Ghazi Khan and Muzzafargarh) 2- Sindh (Ghotki, Kashmore and Jacobabad) initially and in the second year expanded to 3- Khyber Pakhtunkhwa, pending of approval.Key areas of work will include:• Increased demand for effective Rule of Law, for example through improvement in legal support or increased awareness of civil rights• Increased supply of effective Rule of Law, for example through provision of formal alternative dispute mechanisms that are both acceptable to government and local communities and that operate within existing Pakistani law and the Constitution• Improved local security practices, by supporting and building upon existing community initiatives at district level• Enhance district-level government responsiveness and engagement with their communities including through development opportunities (training, communications, networks, new skills and mentoring) for both state and non-state actors• Enhance participation in civic life by members of minority communitiesThe M&E Expert will report directly to the Team Leader and lead on the monitoring, evaluation, reporting and trend analysis, ensuring that programming reflects best practices and lessons learned from the field. The M&E Expert will also ensure that political transition and conflict perspectives are being captured in documentation at all stages of the programme.More specifically, the M&E Expert will:• Coordinate all the monitoring and evaluation efforts• Provide intellectual leadership and technical expertise in the development area of Rule of Law• Manage research and assessment efforts to ensure utilization of best practices and better understanding of communities’ needs in the context of Pakistan• Recommend programming objectives and identify staff and administrative resources necessary to achieve those objectives• Ensure consistency in reporting to the donor Required Key Skills & Qualifications:• At least 5 years of M&E experience in donor-funded programmes • Experience developing M&E frameworks • Ability to develop conceptual frameworks for programme evaluation through the creation of logic models and definition of outcome measures• Proven expertise in data collection, data modelling, statistical analysis, survey planning and a range of evaluation methods• Demonstrated ability to design and conduct studies of program effectiveness, using a range of methodologies• Excellent verbal and written English language skills (knowledge of Urdu and/or Pashto would be a plus)

Location: Islamabad based with the possibility of travel to Sindh, Punjab and KPKMobilisation Date: October 2013End Date: March 2015 (with the possibility of extension)

SupervisionThe M&E Expert will report on a regular basis to the donor, the DAI Project Team Leader and to DAI Europe’s Operations Director
