MISSION

Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 200 expatriates and 1500 local managerial staff and employees.Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.

SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in Kachin and Rakhin (between armed forces in Kachin State and iner-communal in Rakhine), in Kachin and later in Rakhine.

Goal/Purpose:

  • The Logistics Manager will work under the supervision of the Field Coordinator.
  • She/He will implement and supervise all logistics operations at his/her assigned base.
  • She/He will manage the Rakhine Logistics team of 30 persons and in charge of supply management, fleet management, equipment and IT, warehouse management, logistics HR and reporting .
  • She/He supports Field Coo to implement safety and security rule.
  • The main issues in the logistics are uncertainty of demand in supply chain; transportation (water), HR turn overs, safety & security and all the logistics staff are overloaded.
  • She/He will organize logistic support for programs, in keeping with Solidarités International procedures.
  • It is expected she/he scales and balances the team vs the program need and meanwhile to strengthen the national staff capacities by providing training.
  • One of the utmost expectations from Expat Logistics Manager is to nationalize the Logistics Manger position before his/her departure from the country.

PROFILE :

Education: Bachelor degree in accounting, administration, or related field and at least one year proven experience in administrative and financial management.

Experience:

  • Minimum of 1 year of international experience, preferably in emergency or humanitarian contexts;
  • Experience in complex ethnic and/or religious contexts preferred, sensitive environments (post-conflict, conflict), IDP/refugee camp experience is an added value.
  • Previous experience in similar position.
  • Previous experience of project management in NGO / humanitarian fields.
  • Proven Experience in team management and in training, capacity building.

Technical skills and knowledge:

  • Knowledge in administrative, human resources and financial management.
  • Knowledge of Solidarites International rules and procedures in terms of all human resources and financial matters (finance, accountancy, cash management, HR processes...) preferred.
  • Software to manage: SAGA – HOMERE and Excel

Transferable skills: Diplomacy, tact and sensitivity in dealing with ethnic division in tense environments, good social skills to work as part of a large team and live in shared accommodation (up to 8-10 peopleat times).

Languages: Good level of English essential

Other desirable qualities: Myanmar, or at least South-east Asia, experience preferred.

CONDITIONS :

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
