The project has three major components: distribution of winterisation NFI package (in kind and by cash transfers to pre-paid debit cards) which will mostly be completed in the first 2 months of the project targeting 1500 households; identifying and establishing collective centres and formal tented settlements to provide emergency shelter and WASH for 400 refugee households (newly arrived and evictees); retro-fitting 20 Informal Tented Settlements (ITS) to reduce risk to flood, fire and protection issues (targeting 600 refugee households)

It should be noted that Concern is yet to confirm funding for this project. If funded the project will be implemented alongside other WASH and shelter projects expected to commence early in 2014.

Main Duties & Responsibilities:

• To oversee the implementation the Emergency Winter and Shelter Response for Vulnerable Refugees project activities according to agreed project design, logframe and budget• Operationalise agreed distribution strategies including timely procurement, storage and distribution of NFI commodities and distribution of pre-paid debit cards and cash transfers.• Building on the experience of Concern, DRC and UNHCR, identify and rehabilitate/renovate sites to provide at least 400 shelter units• Ensure targeting of beneficiaries matches vulnerability criteria• Coordinate project activities with UNHCR, other agencies active in the sector as well as local authorities• As part of the programme management team, contribute to the overall strategic development, planning, roll-out and management of Concern’s programming in Lebanon • Recognising that Concern is new to Lebanon and Concern’s staff are new to Concern and humanitarian work, build teams and shared understanding through modelling, coaching, capacity building and creating a learning work environment.

Project Management:

• Ensure the participation of the project stakeholders (especially target refugees) in all stages of the project cycle and in line with Concern’s accountability commitments• Oversee the day to day management and implementation of the project• Undertake regular work planning and review with project team members• Take a lead role in ensuring that all the necessary resources are in place to deliver on the project commitment (staff, logistics, consultants, contractors, finances etc.)• Establish and review project monitoring systems to meet commitments, as per agreed logframe, to donors and Concern• Prepare high level and reports in English to the Assistant Country Director and donors as per agreed formats and timeframe• Monitor project budgets and management accounts to ensure that project activities are being implemented in accordance with agreed budgets• Oversee procurement of project items as per Concern and donor requirements• Oversee tendering of construction contracts as per Concern and donor requirements• Ensure agreed technical standards and designs are applied consistently throughout the project• Ensure that best practice and international standards (eg., HAP and Sphere) are applied to the project activities as relevant.

Manage and Develop Staff

• Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract• Supervise the staff reporting to this post and lead (by example) the project team to deliver a high quality response • Support the identification of individual and shared learning needs, facilitate capacity building and contribute to the professional and career development of team members• Establish and oversee effective and supportive management practices throughout the project team• Create a learning environment for the project team with regular peer and supervisor feedback and facilitating the team to surface and solve problems• Ensure that all project positions have accurate job descriptions • Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work• Ensure that all project staff are aware of and comply with Concern’s policies and procedures• For all staff reporting to this post, monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance• Ensure that work within the team is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.• Provide structured and informal capacity building to a local counterpart who could take over this role in the future• Provide opportunities for team members to provide feedback about management including your performance• Establish mechanisms through which ideas can be shared with senior management as well as feedback from senior management can reach the project team• Ensure all managers within the project team are undertaking formal performance reviews of their staff in a professional and timely manner• Foster a strong sense of team based upon the ethics and culture of Concern

Coordination and Representation• Recognising that coordination is a vital element of the project, establish and maintain communication mechanisms with other agencies at various levels of the project implementation• Represent Concern Lebanon at any local, regional and national sectoral meetings as necessary as appropriate• Initiate bilateral meetings with other agencies as necessary• Identify issues that need to be addressed through a sector wide approach and surface these in coordination meetings• Provide feedback to colleagues of important issues and decisions arising from coordination meetings• Liaise with other sections of Concern as required to coordinate the inputs of the project as well as to gather information for reporting• Liaise with local authorities and other actors to stay abreast of emerging issues and facilitate smooth flow of information relevant to the project

Strategy and Policy Development• Contribute to the development of wider strategies of Concern in Lebanon• Contribute to contingency planning and regular review of operating context and security situation• Contribute to the development and review of Concern policies and practices in Lebanon

Other:Undertake other related duties as may reasonably be assigned by the Assistant Country Director.PERSON SPECIFICATIONESSENTIALEducation, Qualifications & Experience Required:• Degree in Project Management, Civil Engineering, Public Health, Social Sciences, International Development or other related qualification.• Specific experience in managing humanitarian projects (especially with distributions and shelter components)• Demonstrated commitment to protecting and advancing fulfilment of rights of refugees, especially the most vulnerable• Fluency in English• Experience of working with multi-disciplinary teams and knowledge of integrated programming• Experience of participating in programme design• Empathy with Concern’s goals and a commitment to capacity building, protection and participation.

DESIRABLEEducation, Qualifications & Experience Required: • Managing ECHO funded projects • Previous Concern experience • Experience of programme start-up operations• Experience of refugee and/or IDP programming, including Shelter projects• Experience of working/living in insecure and sensitive environments• Knowledge of Arabic and or French an advantage
