BackgroundAct Change Transform (Act!) is a Kenyan NGO that was registered in September 2001 as Pact Kenya. It rebranded in September 2011 to become a fully autonomous Kenyan NGO. Act!s mission is to enable citizens and communities in Kenya and neighboring countries to live a life of dignity by strengthening individuals and organizations to be effective agents of positive change, transforming development practices of Civil Society and leading by example, demonstrating effectiveness and efficiency in the way we do business. Act! focuses on four thematic platforms: Democracy and Human Rights, Environment and Natural Resource Management, Peace Building and Conflict Transformation and Livelihoods Enhancement.

ScopeAs a capacity development organization, Act! is seeking to develop a comprehensive database of key competencies that could be called upon to provide support on need basis. This support could either be targeted at Act! as an institution or at its partners. Act! is therefore seeking professionals (both individuals and institutions) to express their interest in being part of the database under the following competency components:

  1. Organizational governance and leadership
    ? Facilitation of participatory strategic planning processes
    ? Development and implementation of Balanced Score Card
    ? Organizational registration processes
    ? Organizational leadership succession planning
    ? Board induction and performance evaluations
    ? Development of conflict of interest policies
    ? Change management
    ? Policy development (HR, Financial etc.)
    ? Institutionalizing ethics & values in an organization
    ? Organizational risk management planning
    ? Institutional sustainability planning
    ? Facilitation of Organizational Capacity Assessments and Organizational Networks Analysis

  2. Organizational Resource (Financial and Human) Development and Management
    ? Development of resource mobilization strategies
    ? Facilitating job evaluations and analysis
    ? Team development
    ? Organizational groups formation and management
    Internal skills sharing/learning guidelines
    ? Development of financial systems and processes
    ? Facilitation of organizational audits and financial reviews

  3. Organizational branding and profiling
    ? Development and implementation of communicaitons strategies (internal and external).
    ? Development of external relations strategies
    ? Development of networking strategies

  4. Monitoring, Evaluation, Reporting and Learning
    ? Program/project evaluations
    ? Documentation of success stories/ case studies
    ? Action learning

  5. Networks and Coalitions Strengthening

  6. Sectorial Support
    ? Implementing policy change programming
    ? Climate change adaptation and mitigation
    ? Gender main streaming
    ? Research and documentation
    ? Peace building and conflict management programming
    ? Disaster preparedness, response and management
    ? Business development facilitation
    ? Value chain facilitation/development
    ? Market research
    ? Enterprise development

Qualifications
The consultants selected will have the following expertise:
? Minimum – Masters University Degree in any of the indicated fields of interest
? For the financial management components, the applicant must be a CPA-K holder or possess equivalent qualifications
? S/he should have minimum 4 years’ experience of institutional capacity development interventions targeting civil society organizations in Kenya or in East African Region, with due regard to policy, strategy and skills development in the indicated competency area
Good knowledge of civil society organizations in the Democracy & Human Rights, Natural Resources Management, Peace Building and Conflict Transformation and Livelihoods sectors in Kenya or East Africa
? Have solid practical experience in carrying our capacity assessments and evaluation of training activities
? Excellent facilitation and training skills
? Excellent report writing skills
? Experience in undertaking similar assignments in Kenya and the East African Region
