Position Summary
Futures Group is seeking a Capacity Development Advisor who will provide technical assistance and support to the Government of Kenya (GoK) national-level health sector agencies to support implementation of the new constitution and to key non-governmental organizations working in health policy, finance and governance. The Capacity Development Advisor will work closely with HPP/Kenya technical teams to support the planning, implementation, and documentation of individual and organizational capacity development activities. In particular, he/she will design and facilitate organizational capacity assessments, will facilitate the development of organizational capacity strengthening plans, and will work closely with the GoK and key partners to help them fulfill their strengthening plans. Responsibilities require knowledge of and experience in applying and measuring outcomes of a variety of capacity strengthening approaches. An understanding of capacity development evaluation is desired. The Capacity Development Advisor will report to the Senior Policy Advisor of the Health Policy Project’s Kenya field program. Location for this position is Nairobi, Kenya.
Key Responsibilities
Consult with the Country Director and technical advisors in design, implementation, and documentation of capacity development activitiesTailor and apply organizational capacity assessment tools and strengthening plansIntroduce and apply a variety of capacity strengthening approaches and interventionsDevelop training curricula and learning resources related to health policy, finance and governance for government and NGO stakeholdersFacilitate stakeholder consultation and meetings at the national and sub-national levels.Supervise short-term local consultants in Kenya assigned to capacity development activitiesMonitor and evaluate project’s efforts to strengthen individual and organizational capacityReport on project activities and write success stories about capacity development workCommunicate with the HPP Technical Director for Capacity Development and other CD advisors in Washington and other HPP country programs to share experience, products, and lessons learned.Represent the project and company in the health policy area in Kenyan and regional forums, as well as with others in the professional community and in countries of collaboration, independent of technical supervisionConduct all work to accepted standards of research ethicsActively participate in the development of annual work planning, design, implementation, and reporting related to project technical activities.Participate in the preparation of bids and proposals in response to government, foundation or other donor solicitation as requested by the company or supervisorPerform other related duties and responsibilities as assignedQualifications
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Master's Degree or higher in public health, public policy, political science, public administration, communication or a related degree.10 years of experience required, with at least 3 years of experience in Kenya. At least 5 years’ experience in capacity development of NGOs, capacity development of government agencies or public sector staff, and training in the context of Kenya and/or East AfricaExperience in designing and applying participatory adult learning principlesProven ability to work collaboratively and build consensus across diverse sets of stakeholders.Experience in client relationship management, reporting, program work planningExperience in documentation of project results related to capacity development is highly desirablePrior experience working with USG-funded programs is required.Strong written and oral communication skills for high-level policy audiencesStrong facilitation and training skills requiredAbility and willingness to travel within Kenya
