Job Description and RequirementsBackgroundThe Danish Refugee Council (DRC) has been operating in the Middle East for over a decade, running a combination of emergency, livelihood, protection and advocacy programs. In addition to the new Jordan program, DRC has significant programs in Iraq, Lebanon and Syria and a Regional Office in Amman, all working on issues related to Iraqi or Syrian displacement, as well as Palestinian and migration issues. DRC currently operates large programs in support of displaced Syrians in both Syria and Lebanon and, following the signing of an MoU with the Jordanian Hashemite Charity Organization (JHCO), DRC is now providing similar services to Syrians currently in Jordan. JHCO is a partner of the Danish Refugee Council through which DRC channels its response to the Syrian crisis in Jordan. Currently 366,212 Syrians have either registered with UNHCR in Jordan or are waiting to do so. DRC is responding through a holistic approach to the Syrian crisis; recognising the need to increase protection and self-reliance amongst the population whilst reducing the impact on the hosting communities.
ScopeDRC is looking for an experienced Project Manager (PM) to manage the implementation of an information, referral, and cash assistance project. Assistance will take the form of information services, specialized service referral/ coordination, and an emergency assistance fund. These activities will be complemented by additional protection activities and will be run in conjunction with DRC’s partner JHCO. The PM will report to the DRC Head of Programme and receive technical support from the DRC Protection Coordinator. He/she will work alongside the DRC Coordination and Referral Manager, and will line manage the JHCO Project Coordinator and DRC Field Finance Officer.
DutiesProject Management and Oversight:• Ensure that the project is implemented according to agreed work plans in order to achieve project deliverables. Through strong planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed;• Manage project budget in close coordination with Finance and Programme staff to ensure spending is executed as appropriate;• Contribute to future project development and proposal writing as necessary;• Ensure the development and timely submission of program documents, including narrative reports, concept notes, lessons learned, success stories, and beneficiary profiles;• Manage contractual and programmatic aspects of relations with communities and implementing partners;• Support regular evaluation of project components in terms of feasibility, efficiency and effectiveness;• Ensure that project documentation is prepared according to donor standards;• Directly supervise the Case Manager and Senior Programme Officer;• Mentor, coach and support program staff through regular one-to-one supervision, annual performance appraisals and other mechanisms for their professional growth and continuous development;• Provide regular comprehensive project updates to supervisor as to project status, current and emerging issues, etc.;• Oversee the recruitment of field staff as well as personnel and documentation follow-up.
Representation & Coordination:• Represent DRC with relevant local communities, local authorities, traditional leaders, partner agencies and contractors including in the various coordination bodies and working groups;• Collect and analyse information from project sites and compile them for periodic reporting to donors or ad hoc reporting as required;• Coordinate with related programs and humanitarian actors in Jordan and maintain positive relationships with key partners, including communities and local leaders.Security Management:• Liaise with DRC security focal point to ensure that safety and security standards are met; • Ensure the proper reporting of all incidents in the field;• Make informed and rapid decisions regarding safety and security of staff in the field.
Qualifications
Essential:• Tertiary qualifications in political/social sciences, public administration, rural development or a relevant equivalent;• Direct experience and/or broad knowledge of cash assistance programming;• At least three years proven and successful track record of project management experience in the humanitarian/development sector;• Experience with budget management, navigating financial systems and payments, and contracts management;• Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring and evaluation plans;• Familiarity with systems and concepts for monitoring and evaluating project performance;• Experience working with local organizations in developing contexts;• Strong experience with/ ability for project oversight;• Ability and willingness to maintain regular presence at project sites and to work during irregular working hours;• Strong computer skills (Excel, Microsoft, PowerPoint and Outlook);• Fluency in English and Arabic (written and spoken) is a must.
Personal skills:• Experience in the Middle East and understanding of the socio-economic conditions of Syrian refugee populations beneficial;• Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of government and community counterparts, and other actors;• Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;• Excellent human resource management skills, interpersonal skills, cross-cultural communication and ease in managing teams.
