War Child programme in the D.R. Congo

War Child’s DRC Programme aims to promote child rights and improve psychosocial development opportunities for vulnerable children in Eastern Congo. The programme focuses on increasing marginalized children’s attendance in formal and non-formal schools (literacy courses and vocational training) and community reintegration. War Child pays particular attention to the problem of gender based violence and economic exploitation. Target groups are ex child soldiers and other vulnerable children and youth. War Child DRC relies on local organizations for the implementation of its programme and runs a programme of strengthening local capacities. We work in synergy with local and international organizations and governmental institutions. War Child Programme Area (WPA) D.R. Congo will support options for collaboration and exchange with War Child offices in Uganda and Burundi.

The challenge

As Programme Development Advisor (PDA) Education you are responsible for developing, implementing and evaluating quality education programmes (formal and non-formal) in the War Child Programme Area (WPA). You take the lead in the process of developing sustainable education programming, with a particular focus on education in emergencies. War Child Holland (WCH) DRC education programme supports formal primary schools in partnership with the Ministry of Education, as well as non-formal education schools following the ALP curriculum and vocational education for vulnerable youth. WCH DRC programme wishes to explore further the use of ICT & Media within education programming. You report to the Programme Development Manager on all result areas. You works in close collaboration with the Project Coordinators and the Education Team Leaders at all times.

Responsibilities

As Programme Development Advisor you contribute to the development of the Country Strategy and annual plans with a focus on education programming (formal and non-formal). You develop tools and formats for monitoring and evaluation and support programme staff and local partners in the application of these tools. In addition, you supervise and monitor programme implementation and you provide recommendations, you share lessons learned and best practices. Developing relevant training manuals and contributing to proposal and report writing is part of your job. You work in close collaboration with the other War Child programme teams and you ensure the coherence with other War Child programme thematic lines. Assessing capacities and (training) needs of War Child staff and local partner organizations in education programming is also part of your responsibilities. You train, coach and monitor War Child staff and local partner organizations in education programming and you represent War Child in education related meetings and coordination platforms. You liaise with professional counterparts of (inter)national authorities and organizations and you attend technical/content interagency/government meetings.

Experience

• Experience in design, delivery and evaluation of Primary education and/or TVET projects in a conflict/post-conflict context with an INGO for at least 3 years;• Experience with training design and capacity building of senior and junior staff;• Experience in working with children and youth; • Experience with community development methodologies;• Experience with liaising with local, national and civil society stakeholders;• Experience with the use of ICT & Media in education programming;• Previous working experience in DR Congo would be an asset.

Knowledge and skills

• Relevant academic background (Master’s degree in Education, Teaching and Learning or a closely related field);• Fluency in French, both written and oral = MUST;• Knowledge of quantitative and qualitative monitoring & evaluation tools;• Knowledge of child rights and child protection;• Strong analytical skills to develop projects and strategies;• Capacity building and training skills;• Knowledge of the Congolese context;• Good communication skills;• Ability to cope with stress;• Availability to travel frequently to the different areas of intervention of WCH and commitment to work for approximately 50% of the time in the field.
