PURPOSE:

Lead analysis, write reports, and complementary support to the implementation (design and coordination) of UNICEF Yemen Mid-Term Review and Mid-Term Management Review 2013.

MAIN DUTIES AND RESPONSIBILITIES:

(A) Mid-Term Review (MTR – Programme) (in chronological order):

  1. Support the design of Core Review Workshops: Under the guidance of Deputy Representative and Chief of Planning, design agenda, dates, presentations, participation and logistics (with admin support) for Core Review Workshops (2 days).

  2. Support the facilitation of Sectoral Programme Review Workshops: Facilitate the 5 Sectoral Programme Review Workshops (YCSD, BEGE, CP, C4D, and SP) (over 2 weeks).

  3. Support the facilitation Plenary Review Workshop: Facilitate Plenary Review Workshop with Senior Management, Heads of Section, Chiefs of Field Office and heads of technical sector partners (3 days).

  4. (Primary) Write the first report of the MTR Results: Using the outcomes of the Plenary Review, write the first report on MTR Results. The MTR Report will outline the process followed, its outcome and recommendations through reading all relevant documents and in consultation with Programme and senior management. Report outline to be designed with UNICEF Senior Management and RO (5 days).

  5. (Primary) Complete Draft of MTR Final Report with Steering Committee: Using the feedback from MENARO on the first draft, write a complete draft of MTR Final Report with MTR Steering Committee (5 days).

  6. (Primary) Presentation of MTR Report for Strategic MTR High-level endorsement: Using complete draft of MTR Final Report, prepare presentation of MTR Report for Strategic MTR High-level endorsement (3 days).

  7. Support the facilitation (Chaired by MOPIC) Strategic MTR Endorsement high-level meeting: Endorsement with high-level Government, NGO and donors (1 day).

  8. (Primary) Final (full) MTR report (with revisions from plenary): Using feedback from high-level meeting, write final and full MTR report (3 days).

  9. (Primary) Internal summary report (max 5 pages) for RO Director (2 days).

  10. (Primary) Revise CPAP for 2012-2015: Based on MTR final report, revise CPAP for 2012-2015 (5 days).

(B) Mid-Term Management Review (MTMR – Operations) (in chronological order):

  1. Support design of Effectiveness and Efficiency (E&E) Operations Workshops: Under the guidance of the Chief of Operations, the Deputy Representative and Chief of Planning, design agenda, dates, presentations needed and participation for the E&E Operations Review Workshop –workflow analysis will be done separately- (3 days)

  2. Support facilitation the E&E and Workflows Operations and Programme Review (3 days)

  3. (Primary) First draft of MTMR Report based on Internal Operations Review (5 days)

  4. (Primary) Finalise MTMR Report based on Internal Operations Review and Management Meeting (3 days)

  5. (Primary) Based on MTR & MTMR final reports, revise CPMP for 2012-2015 (6 days)

Expected Deliverables and Time line

To conduct this exercise UNICEF will contract an international consultant who has outstanding expertise and experience in this field of work. The international consultant will be based in Sana’a with travel to UNICEF Field Office locations as possible).

The MTR & MTMR timeline will consist of 9 weeks in total (previous preparatory work by the country office is not counted in the consultancy), starting from the agreed date. Throughout the MTR & MTMR process, the consultant will report on progress to the MTR and MTMR Steering Committees every 2 weeks.

The MTR will result in a limited number of strategic, time bound and actionable recommendations that provide future direction to UNICEF’s engagement in Yemen, for the ongoing and the next Country Programme, both short and long term, and include an analysis of resource implications.

The Government and UNICEF will confirm the outcomes of the MTR through a co-signed copy of the full MTR report and, where necessary, an exchange of letters formally amending the relevant and specific contents of the Country Programme Action Plan (CPAP) on the basis of the agreed recommendations contained in the report. Agreed MTR recommendations and formal amendments to the CPAP, will be reflected in the rolling work plans for the subsequent years of the country programme cycle.

The outcomes of the Mid-Term Management Review (MTMR) will be reflected in an MTMR report and will inform the revision –as required- of the Country Programme Management Plan (CPMP) which will be endorsed by Yemen Country Office Senior Management and the UNICEF Regional Office.

The work of the consultant is detailed out in the “Specific Tasks” section of this ToR. The key tasks and deliverables outlined here below are a summary, the international consultant will support the implementation, provide analysis and write all required reports for the MTR & MTMR process under the direct supervision UNICEF’s Chief of Planning with the guidance of the Chief of Operations (on MTMR) and under the overall guidance of UNICEF’s Deputy Representative. Additionally, a detailed timeline of the MTR and MTMR process has been developed (to which these deliverables align) which will be shared and discussed with the consultant upon commencement of the assignment.

MINIMUM QUALIFICATIONS:

The required skills and experience for the consultant is as follows:

• Advanced degree in the social sciences (such as sociology, social anthropology, and development studies), Economics/Statistics or related fields relevant for the assignment;

• At least 10 years of research and other relevant professional experience;

• Experience with UNICEF Mid-Term Reviews (MTR) and Mid-Term Management Reviews (MTMR)

• Excellent analytical, conceptual and writing skills;

• Strong facilitation and coordination skills, including participatory group discussion;

• Institutional knowledge of UNICEF;

• Familiarity with Yemen current national development priorities and challenges is an advantage;

• Excellent command of English, both written and oral;

• A working knowledge Arabic would be an asset;

• The consultant will be also expected to submit 1 or 2 samples of previous similar work produced and at least 3 references.
