Duration: One year
Afghan Barez HR Services Co. is bidding on a Project entitled “EU Support to Capacitate MAIL in Transition for Sustainable Public Services Delivery”. The overall objective of the project of which this position will be part of it is to support the Ministry of Agriculture, Irrigation, and Livestock (MAIL) and relevant public, semi-public and private entities previously supported by EU-funded agricultural programmes strengthen agriculture as a pillar of development. The project will contribute: To increase production by extending and improving the quality of irrigated and rain-fed cultivated land and by improving agricultural yields through greater use of high-quality agricultural inputs and extension services.
Qualifications and skills
The expert should have advanced degree in social sciences or any other related field. Specialized training in an area such as adult education will be an asset.
The expert should be fluent in English (written and spoken)
General professional experience
At least 10 years working experience with a minimum of 5 years in capacity building within public institution to attain improved service delivery in at least 3 different developing countries, with at least one experience in fragile states. Experience in another relevant connected field would be an advantage.Specific professional experience
The expert should have specific experience in the following areas:
• A minimum of 8 years experience in training and capacity building ,
• Knowledge of adult learning methodology and capacity building experience within the public sector, including experience in areas such as capacity assessment , curricula development course organization problem based ( and not only content based ) training .and training impact evaluations.
• Understanding of the principles underpinning capacity building in the context of Afghanistan
• Demonstrated capacity in training of trainers
• Proven ability to develop manuals and guidelines to institutionalize best practices in capacity building.
• Demonstrated ability to organized and facilitate stakeholder and focus group meetings.
• Ability to work effectively with a diverse teak of people, as well as proven team building skills.
• He/she should demonstrate excellent communication and facilitation skills, with highly desirable (above working experience with extensive training / components), as well as interpersonal skills including diplomacy, tact and the ability to negotiate and build consensus;
• Experience in Afghanistan or central- Asia countries would be an advantage;
• Knowledge of Dari and /or Pashto would be an advantage.
Responsibilities
The expert will work on enhancing the capacity of the staff in charge of public delivery in all areas of project activities. He will facilitate and coordinate the provision of training and capacity building expertise. He will produce manuals and training materials according to current best practices and ensuring that technical knowledge is imparted to the MAIL in a sustainable manner by working closely with local personnel, thus enabling the ministry to maintain and replicate the developed tools and mechanisms. Other responsibilities envisioned include, but is not necessarily limited to:
• Advising the MAIL senior staff and the Team leader on current status (i.e. capacity gaps) and foreseen interventions concerning capacity building;
• Elaboration of management structures, processes and procedures to build capacity at all levels, from the community to the central level;
• Development of training and capacity building packages/curricula as identified jointly with relevant authorities and potentially with other development partners;
• Organizing a sustainable programme of training for Trainers, and coordinate external trainers.
• Organizing specific studies and workshops for the staff if /when the need arises;
• Ensuring the implementation of iterative capacity – building activities for target group ;
• Establishing an M &E system for capacity –building programme activities ;
• Liaising effectively with development partners in order to maximize potential synergies and internalize effectively lessons learnt from past programmes/experiences;
• Completing any additional tasks within capacity building activities as instructed by the team leader.
