ORGANIZATIONAL UNIT

This post is located in the Strategic Information and Knowledge Management Branch (SI&KMB) of Programme Division (PD). It is under the direct supervision of the Chief, SI&KMB.

MAJOR DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief, SIKMB, the incumbent performs tasks in the following areas:

  1. Management of organization-wide Strategic Information policies and systems

Ensures that: - A Strategic Information policy is developed and regularly updated;- Plans for strategic information activities are developed, implemented, reported on and updated regularly;- Strategic Information approaches and methodologies are adopted, developed and updated frequently;- Strategic information is tailored to the needs of the different users in the organization- Strategic information is regularly collected, analyzed, and displayed conveniently for decision makers to use and make decisions. - Quality assurance measures and systems are in place to ensure availability of high quality strategic information organization-wide- Strategic Information is effectively used to inform decision-making in the organization. - The strategic information function is regularly reviewed, including benchmarking with other similar development agencies, to gather lessons learned and build on successes so as to improve the function - The strategic information function complies with all relevant UNFPA policies as well as with the UN and internationally accepted standards.

  1. Development of strategic information systems, • Leads the design and implementation of strategic information systems;• Ensures that guidelines and procedures for using the strategic information system are available to all staff. • Ensures that information systems in the organization are compatible and can interface with the strategic information systems.• Ensure that the strategic information system comprehensively covers the strategic information needs of the decision makers at the different level in the organization.

  2. Promotion of organizational capacity of managing and using strategic information systems. • Supervises and mentors junior staff working on strategic information in the organization• Raises awareness and leads capacity building of staff in management and use of strategic information systems• Facilitates and manages strategic information networks• Ensures the maintenance of institutional memory of strategic information systems • Ensures that the strategic information systems apply the information technology that is latest, and appropriate and affordable to UNFPA.

  3. Provision of advice and support• Provides technical advice in the development of strategic information sub-systems at the different levels of the organization;• Assists in the selection of consultants for support strategic information systems ;

  4. Networking and participation in UN System• Networks with other UN organizations, bilateral donors, development cooperation organizations,• professional institutions/associations on strategic information management, policies and practices;• Contributes to simplification and harmonization of strategic Information systems across the organization. • Supports joint strategic Information activities and initiatives with other organizations (UN organizations and bilateral donors).

ESSENTIAL QUALIFICATIONS AND EXPERIENCE:

• Advanced degree in social sciences, public health, economics, demography or management.• 10 years of professional experience of strategic information management, of which at least 7 years in of results-based management and performance measurement systems. 5 out of 10 years should be at the international level, in the areas of development work and/or related social sector areas.• Fluency in English is required; knowledge of another UN language is an asset.
