Through the use of Supply Chain Management (SCM), Plan believe there is the ability to create effective and efficient procedures for sourcing, procurement, transportation and warehouse associated across multiple entities in Plan’s Federation, and by doing so reduce the overhead and cost associated this activity. Plan recognizes the need to take distributed functions, processes and operations and align them under the banner of Shared Services in order to achieve the best value through our annual spend across as many of Plan’s entities as possible.
An opportunity exists for a Business Analyst in the area of Supply Chain Management to perform the investigation and analysis of Plan’s disparate SCM practices, and develop a clear and well-presented business case which will inspire senior leadership to align behind this initiative.
The review will include (but is not limited to) the consideration of: centralisation vs. decentralisation; optimal locations for services; basis of oversight for SCM projects and on-going operations; SCM support models; economic models and greater cost recovery; discovery work for selected SCM opportunities; business cases and long-term roadmaps to enable these opportunities to be realised. If the resulting business case is successful endorsed by senior management, this individual would then be responsible for creating the rollout plan to bring SCM to a reality.
This is a 12 month opportunity for an expert who understands the role of SCM in a global, large tier, enterprise organization, and who possesses experience at looking at large disparate data sets to derive value through proper business case formation.
Dimensions of Role:
•Overall responsibility for the successful development of a business case (or cases) that support the move to a Shared Services model of SCM, through investigation, analysis, review, production and dissemination of a business case.•Creating trust and confidence amongst the various stakeholders, which includes individuals or groups from across the National Organisations, Country Offices, Regional Offices, International Headquarters, International Board or Members Assembly, as well as external suppliers and consultants•Providing management, guidance and support to any working resources, keeping them motivated and focused on the overall SCM objectives•Working to identify and manage constraints and interdependencies; as well as coordination on delivery and communication approaches to the wider organization in order to avoid confusion or duplication•Identification, requesting and management of resources and associated costs which may be internal or external.•Coordinating the work of several external vendors, some working on a pro-bono basis to provide key deliverables which will inform the business case.•If successfully approved, design the phasing and implementation plan for a rollout of SCM globally across Plan.Typical Responsibilities - Key End Results of Position:
•To ensure the design and implementation elements of the SCM project are achieved on time and in budget, with appropriate consultation with stakeholders. Activities will include:•Developing a scope charter to carry out associated activity planning, resource planning, developing schedules, estimating time and cost etc.•Revalidating the benefits case / “case for change” brought about by previous investigations by Plan•Identifying and obtaining resources according to the activity plans•Managing the production of the business case and resolving issues arising so there is adherence to the core scope and achievement of the benefits case•Utilising tools and frameworks to ensure effective project control with a special attention to the following areas: scope, time, quality and costs•To design/set, and then reporting accurately on progress against agreed schedule and based on agreed formats and templates. To ensure risks are identified and robustly managed.•Identifying and managing risks associated with the first phase of this activity•Provide regular risk status updates to the Global CIO & Director of Shared Services•To ensure stakeholders are engaged and work effectively to achieve the production of a business case. Working with Plan’s internal communications experts to translate the overall communications and engagement approaches to the requirements of the activity•To ensure transfer of knowledge within and outside the Shared Services team. Activities will include:•Participating in visioning, planning, design and execution workshops•Supporting the Communications Officer in communicating outputs to relevant audiences•Collating, documenting and sharing lessons learnedDealing with Problems:
•Proposing and implementing resolutions to problems that may manifest in relation to a large-scale multi-stakeholder programme affecting different parts of the international organisation. Examples could include:•Managing conflicting expectations among different stakeholder about potential solutions and the severity of change needed•Handling different peoples’ views about content and processes in a change approach•Challenging long-established views, customs, practices or approaches•Achieving results with teams typically through influencing model i.e. where there may be no direct line management responsibility•Balancing detail and structure, with the need to be flexible to changing circumstances•Identifying interdependencies with other programmes and business-as-usual initiatives, working with the Business Operating Model (BOM) workstream leads to determine the impacts and interfaces needed to manage these interdependencies•Identifying and enlisting internal experts who will contribute to the further design and implementation of the business case development (and potential rollout), defining their roles and responsibilities and overseeing their contributions and on-going supportCommunications and Working Relationships:

•The following general elements are required:•Proven track record of designing large, multi-stakeholder projects; particularly any with a significant change management component•Expert knowledge in Supply Chain Management•Demonstrable ability to define a project approach and identify the key factors and constraints•Knowledge and competence in identifying risks and mitigation processes•Fluency in Microsoft Office packages (Word, Excel, PowerPoint)•The following general elements are desirable:•Experience of working with senior management and/or board members on strategy, planning, design or major implementation projects•Successful delivery of projects in a multi-national, multi-lingual organisational environment•Exposure to change management, communications and culture frameworks•Professional project management qualifications (Prince2, PMP or equivalent)•Experience in working in an INGO environment•Fluency in Microsoft packages (Visio, Project)•Expose to SCM software, particularly related to working in an SAP environment.•Knowledge of SCM procedures and how to implement an SCM methodology in an enterprise environment.Skills

Salary: £50,323 - £55,000 per annum
