Syrian Arab Republic: Consultant for Syria Food Security Assessment (based in Turkey) with GOAL

GOAL’s humanitarian programme is in northern Syria and the overall goal of the programme is to provide emergency support to families displaced or affected within Syria by the conflict, including through the distribution of food. GOAL's current food basket provides approximately half the daily energy, protein and fat requirements based on a family size of 7 people. Until now GOAL has not been able to obtain detailed community feedback on the contents/quantities in the family food ration and has not undertaken a technical food security and livelihoods assessment.
The purpose of this assessment is to provide GOAL with key information on diet diversity, feed frequency and quantity at household level as well as availability of and access to food of populations in the geographical area of our current programming. This will provide an evidence base from which to review the contents of the current family food ration and inform any feasible changes to that ration which will better meet nutritional needs. The results of the assessment will also allow GOAL to re-assess the average number of family size and the number of household individuals that share food within a household , including more accurate figures on the composition of the HH (e.g. under 5s, under 2s, pregnant and lactating women, chronically ill, head of household by type).
The assessment will be comprised of a household survey of programme supported IDPs, programme supported host community, and non-programme supported households across a sample of sub-districts and villages where GOAL is currently operational.
An external consultant will lead the entire process as well as lend technical expertise to implementation of the exercise, analysis and triangulation of all available information (from survey and beyond) and formulation of strategic and/or practical recommendations for the programme. This would include a technical review of the survey tool , supporting the survey remotely from the GOAL office in Turkey (and/or practically from within Syria if possible), including technical training of all staff, communication with M&E manager and programme management in Turkey and Syria, meeting with various organisations, attending pertinent meetings during the time frame of the assessment exercise and secondary data review and survey data analysis and report writing.
The following qualifications and skills are expected:- Technical expertise in conducting food security assessments including use of the methodologies outlined above, an advantage if in conflict areas;- Previous experience of leading on similar assessments and producing detailed analysis, reports and recommendations;- Very strong written and spoken communication and facilitation skills;- Fluency in English essential, fluency in Arabic (preferred) an advantage;- Availability to start work on 15th August and travel to Turkey by 19th August.
