NRC Iraq works with both IDPs living in informal settlements in Baghdad and with Syrian Refugees in the Iraqi Kurdistan Region (KR-I). In Baghdad, NRC works to ensure that IDP communities living in informal settlements access basic services. In line with IDP Guiding Principles, NRC seeks to encourage and enable the Government of Iraq to take responsibility for meeting the needs of vulnerable displaced communities within its borders. NRC works with stakeholders at the local, district, and national level to better coordinate efforts to assist and protect IDPs. In specific areas where government service delivery is not available, NRC works directly on in-situ upgrading.

As of mid-2012, NRC Iraq has been providing emergency relief programming in support of the Syrian refugees that have come to the Kurdish Region of Iraq. Initial activities focus on camp management training and NFI distributions in Domiz Camp in preparation for winter. In 2013 NRC is implementing WASH projects in Domiz Camp and WASH, shelter and education for refugees living in urban areas of the KR-I.

Job descriptionFinancial Management ?Ensure that adequate financial management routines and systems are in place, and that NRC’s accounting practices and standards are adhered to, timely and in accordance with quality and policy requirements from NRC, donors, auditors and authorities ?Work closely with the Program staff on administrative, financial, and budgetary issues ?Ensure that developments of budgets for new proposals are realistic and in line with the requirements spelled out in NRC’s Finance Handbook ?Liaise with relevant authorities on any issues related to administrative, logistics, personnel issues ?Maintain overall budget control, monitor cash flows and expenditures ?Provide up-to-date analysis and required reports of the financial situation in the projects and the program ?Maintain a particular responsibility towards transparency and accountability within finance and administration issues

Training ?Conduct training in financial management, monitoring and administrative procedures for Finance and Administration staff, NRC’s Project staff and other relevant personnel.

Administrative tasks and responsibilities ?Ensure that all necessary agreements, permits and licenses necessary for NRC’s operations are in place ?Ensure that archives are in use and maintained ?Oversee the logistics department led by a national counterpart

Personnel Management
?Maintain a supervisory role for any Finance and Administration staff ?Management of staff reporting directly to the FAM ?Maintain an administrative responsibility of national staff issues on behalf of the Country Director, i.e. contracts, job descriptions, salary scales, leave, benefit etc. ? Facilitate recruitment, induction courses and training of national staff ?Ensure implementation of NRC standard personnel policy guidelines for national staff, including adhering to national labour laws, taxation systems and rules, social security and insurance etc. ?Develop and introduce a Performance Appraisal for national staff ?Interpret and introduce NRC’s Anti-Corruption Guidelines to the specific requirements of Iraq. ?Ensure that internal procedures are implemented in accordance with NRC guidelines, policies and Code of Conduct

Qualifications?Relevant university degree or higher education in fianence and administration ?Minimum 3 to 5 years relevant experience working in humanitarian/recovery/development context, preferably with an international NGO ?Demonstrated ability to work under difficult conditions and a high degree of pressure ?Proven experience in administration and team management ?Experience in liaising with civilian, community and government authorities as well as with regional, national and international institutions ?Significant political and cultural awareness and experience of working in settings where insecurity is a major issue ?Proven communication, interpersonal and negotiation skills ?Fluency in English both written and verbal ?Ability to work under pressure, independently and with limited supervision ?Excellent knowledge of communications- and IT equipment ?Holder of a valid international driver’s licence

We offer?Commencement: October 2013 ?Contract period: 12 months ?Salary/benefits: According to NRC’s general directions ?Duty station: the Kurdistan Region of Iraq with regular travel to Baghdad. This is a non-family duty station. In Baghdad NRC maintains limited freedom of movement, with limited recreational and social facilities. International accommodation is shared and requires an ability to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment. Accommodation in Baghdad will be in a secured compound. In Baghdad, staff will have their own bedrooms, but share communal cooking and washing facilities. Electricity is available continuously by means of generators as required. In KR-I, staff will have their own bedrooms, but share communal cooking and washing facilities.
