Since its inception in 1933, the International Rescue Committee (IRC) has been a global leader in emergency response and providing durable solutions for conflict- and crisis-affected populations. IRC has been active in Pakistan since 1980, mobilizing and empowering Afghan refugees and earthquake-affected Pakistani communities to take a proactive role in the provision and development of essential services. Today, IRC Pakistan works in partnership with local government and non-governmental organizations to manage and deliver large, complex programs to meet needs and support community building in a variety of sectors, including education, water and sanitation, reproductive health, women’s and children’s protection and empowerment, food security, and economic recovery and development.
This position is for a multi-year project to support Pakistani-led efforts to introduce and institutionalize improvements in reading instruction and reading assessment in grades one through five in public and private schools throughout Pakistan. The Grants Coordinator will be responsible for assisting the Technical Director Grants in managing subagreements with local partners and the projects small grants program, including sub-award management, disbursement of funds, partner assessments, compliance assurance, and capacity building.
Job Responsibilities:National Implementing Partners• Ensure that all project sub-awards are well administered and implemented in compliance with the donor regulations and project procedures;• Liaison with 4 local Implementing Partners; • Support sub awardees to comply with reporting requirements and donor and project regulations;• Oversee sub-award tracking, ensuring forward planning and preparation for donor report writing, adherence with project requirements and timelines, and timely submission of sub-grantee reports;• Assist in the planning, coordination and/or participate in monitoring of national implementing partners
Provincial Small Grants Program • Coordinate with the eight Provincial Grant Coordinators on delivery, monitoring and reporting of the provincial small grants programs• Work closely with the Technical Director for Grants to develop and maintain standardized project sub-award administrative, monitoring, reporting and evaluation tracking tools;• Assist in ensuring that project sub-award-related administrative processes and procedures are consistently implemented throughout the eight provinces ; consistent with overall project approaches, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building; • Work with operations and finance department in ensuring that relevant donor procurement and financial rules are followed for sub-awards;
Requirements:• University or Masters degree in relevant discipline preferred;• Three to five years work experience in subgrant administration or finance in relief or development programs, on projects with international donor funding;• Strong understanding of compliance and sub-award rules and regulations for international donors such as USAID, European Union World Bank • Previous experience with competitive calls for proposals, management of sub-awards, and capacity building of partner organizations;• Demonstrable understanding of project planning and management cycles;• Demonstrated monitoring and evaluation and implementation experience;• Strong leadership, staff management, performance management and capacity building skills;• Abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results; • Strong communication skills, both oral and written;• Fluency in English and Urdu is required.
