Role:
Save the Children International is planning the end of project evaluation in order to give an informed judgment about the project implementation for the final report, to document lessons learned and to provide recommendations for follow up actions. The duration of the consultancy assignment is 10 working days (3 days based in Lebanon, 3 days based in Jordan and 4 days report writing).

The final evaluation will provide Save the Children International with concrete information to:
1. Make an overall independent assessment of the performance of the project (its efficiency, effectiveness, and impact) paying particular attention to the impact of the project actions against its objectives;
2. Identify and document lessons learned and to provide practical recommendations for any follow-up action involving all parties in the project.

Evaluation Results:
* Analysis of the relevance, efficiency, effectiveness and sustainability of the project with special attention to its impact
* Assessment of project management, implementation, and project results.

Methodology:
The evaluator will be expected to perform the following tasks:
* Preparatory activities, review of all documents related to the project such as proposal, reports, files…
* Interviews to key stakeholders such as UNHCR, UNICEF, and other organizations involved in Lebanon and in Jordan
* Analysis
* Report writing

Outcome Document:

* A final draft report, of not more than 40 pages, including annexes.
* This document will contain lessons learned and recommendations, which will guide Save the Children and its partners in future projects and support in the development of strategic plans.

Rep orting line:
* The Consultant will report to the Director PDQ through regular reporting.

Communication:
* First line of communication for the Evaluator will be the Director PDQ when discussing country specific issues, the CP Officers/Advisor and UNHCR in Lebanon and Jordan will also be involved.

Qualifications and Experience:
* Advanced university degree in social sciences, international relations, or other relevant field
* A minimum of 5 years of experience in project evaluation, preferably EU funded projects
* Good knowledge of the NGOs management in general and familiarity with organizational development;
* Good knowledge of the EU evaluation requirement and regulations;
* Familiarity with the Middle East context and Sensitivity to different cultural and religious contexts
* Ability to analyze, synthesize and to write clear reports.
* Advanced English writte n and spoken language skills is essential, Arabic is a plus.
* Excellent interpersonal skills and ability to work in a multicultural team and environment.
* Ability and commitment to deliver the expected results in a short period of time
* Availability to travel to Lebanon and Jordan
