Procurement Specialist (PSM), P-4, Pyongyang, DPRK
Purpose:
Under the supervision of the Programme Manager, the Procurement Specialist will work with partners, government counterparts, Local Fund Agents and The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) to ensure the development and implementation of the supply plan for the procurement of Tuberculosis (including MDR TB) and Malaria commodities, oversee the quality aspects of its implementation as well as the monitoring of related activities and budget. In addition, the Procurement Specialist will provide technical assistance to the Government to strengthen its pharmaceutical system for health commodities including Quality Assurance (QA) and Quality Control (QC) systems.
After the implementation of the TB and Malaria grant for 2 years and with the upcoming challenges in the Phase 2, the post has been upgraded to L4 and is expected to report to the Programme manager who will be reporting to the Deputy representative which has been approved so that the TB and Malaria programme is integrated with the regular programme.
Qualification:
Advanced university degree in Pharmaceuticals, Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or specialization in directly related areas including credited courses in supply, logistics, purchasing or contracting or equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.)
Eight years of relevant national and international work experience in procurement, supply, logistics, purchasing, contracting, administration and/or other related fields, preferably within the pharmaceutical system. Previous hands-on work experience in working with The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) programs is highly desirable. Previous experience in working with Tuberculosis and Malaria commodity management is highly desirable. Previous work experience within the pharmaceutical system is highly desirable. Work experience in emergency duty station is considered an asset.
Fluency in English required. Knowledge of another UN language is desirable. Knowledge of the local working language of the duty station is an asset.

Overall management of the PSM related activities.
Effective technical assistance to Government partners to enhance their pharmaceutical system and supply chain management to improve procurement and distribution of health commodities, in line with international standards.
Effective procurement conducted to attain best overall value while maintaining product quality that includes pharmaceuticals and laboratory commodities.
Ensure sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.
Effective collaboration and partnership in supply/procurements/purchasing/contracting/logistics with internal and external counterparts developed and maintained through better coordination, communication and networking.
Quality control systems for all pharmaceutical products under the GF are established and implemented throughout the supply chain to the end user.
