Terms of Reference - Senior Adviser
The UAE Office for the Coordination of Foreign Aid (OCFA) was established in 2009. It documents all foreign aid provided by governmental and non-governmental entities based in the UAE, and reports to the Government of the UAE, as well as to relevant international organizations, including the Organization for Economic Cooperation and Development (OECD) and the United Nations Financial Tracking Service. OCFA also provides training and capacity-building services to UAE-based donor organizations. It publishes information on humanitarian emergencies for UAE donor organizations, as well as advice and guidance on policy issues.
OCFA promotes the recognition of the UAE as a major international donor through its website (ocfa.gov.ae), its media outreach and its monthly newsletter, Musa’adat.
OCFA’s Senior Adviser reports to the Director-General (DG) and Executive Director (ED). He/she:
Provides strategic advice on how to enhance the role of OCFA, consistent with the office’s mandate and its contribution to applicable UAE strategic priorities.
Maintains an updated knowledge on key issues and emerging themes concerning humanitarian and development aid globally and provides relevant strategic information to the DG/ED.
Represents the office when requested by taking part in strategy and policy discussions related to UAE Foreign Aid
Plays a leading role in the Office’s strategic planning, advising on all aspects of the process, facilitating consultations and reviewing and editing drafts.
Advises on the methodology for recording and reporting foreign aid data and supports the DG and ED in discussions with relevant international organizations.
Advises on OCFA’s training program, taking part in the design of the annual training needs assessment, helping to identify appropriate organizations and individuals to conduct training workshops, interacting with trainers, advising on the format of workshops and facilitating discussions.
Advises on issues surrounding the UAE’s response to humanitarian emergencies, including on the content and format of OCFA’s regular publications – Emergency in Focus, Humanitarian Country Profile and Humanitarian Flash, as well as the manual published jointly by OCFA and the UN Office for the Coordination of Humanitarian Affairs, “Responding to Emergencies”.
Advises and assists the DG and ED in their interaction with diplomatic missions and international organizations, accompanying them, where appropriate, on their international travel.
Plays a leading part in the development of policy advice for submission to the Office’s President or to the Prime Minister’s Office.
Maintains an effective dialogue with senior advisers in other entities of the Government, as well as with senior officials of International Organizations with offices in the region and OCFA’s key stakeholders.
Provides editorial advice regarding OCFA’s monthly newsletter and other publications, and contributes articles where appropriate.
Provides guidance and assists with other related tasks requested by the DG/ED.
OCFA’s Senior Adviser will have held several positions at senior level in international organizations working on humanitarian and/or development aid. He/she will have demonstrated the ability to work effectively and in utmost confidence with senior officials of national governments in different parts of the world. He/she will be completely fluent in spoken and written English. Knowledge of Arabic is an advantage.
