  1. BACKGROUNDThe United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.The previous national survey to estimate the patterns and prevalence of drug use and addiction in Pakistan was conducted in 2006. A national household drug use survey is in process. This survey will provide updated information on the extent, patterns and trends of drug use with its related social and health problems, providing recommendations on intervention strategies. It will help enhance the capacity of the Government of Pakistan to provide modern and adequate drug prevention treatment and rehabilitation by increasing their situational awareness through the availability of accurate data on drug use in Pakistan. The survey is being carried out by the Pakistan Bureau of Statistics, Statistics Division, Government of Pakistan under the supervision of UNODC and Ministry of Narcotics Control.Interviews from drug users and Key informants are required to conduct to supplement the data collected through the national household survey.
  2. MAIN OBJECTIVES AND DELIVERABLES OF THE PROPOSED ANALYTICAL WORK.Assignment objective: Under supervision from UNODC Pakistan and UNODC Headquarters in Vienna, the consultant will coordinate the recruitment supervision of the interviews in consultation with UNODC. The consultant will be responsible for the hiring of appropriate field staff, management of their field plans, travels and remunerations. The consultant will also take the responsibility of hiring staff for data cleaning and data entry in SPSS. UNODC will provide the methodology and train the staff in context of this survey.

Responsibilities

The incumbent will work closely with the drugs and HIV Adviser and colleagues under the overall supervision of the Representative of the Country Office for Pakistan. The incumbent will undertake the following substantive duties:

• Act as a site coordinator to oversee the work of field staff; • Identify and interview the field staff in consultation with UNODC;• Hire staff and manage field teams across Pakistan;• Gather information about treatment centers in Pakistan• Collect data of prisoners who use drugs from the prisons in selected cities of Pakistan;• Develop field plans and spot lists for the field staff;• Train field staff to identify the drug users and on how to communicate with them;• Train them to conduct a focus group discussion, if required;• Collect the forms from the field staff for data entry and data cleaning;• Send weekly report to UNODC;

Expected Deliverables• The Consultant is expected to produce the following tangible outputs, which will be assessed on the basis of their quality and timely completion:• List of participants;• List of treatment centers• Detailed plan of the field work, to be discussed and agreed with UNODC, assigning responsibilities for each phase of survey work;• A technical report on data collection (15-20 pages) describing the process of supervision, data checking, editing and entering in SPSS format, as well as description of surveyed universes, sample size, sample characteristics, number of interviewers, dates of data collection, response rate, length of interviews and any other information useful to understand the data collection process;• A draft analytical report on field work, in cooperation with UNODC, highlighting the findings and trends identified in conducting the survey.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS• A professional, holding a Master’s degree in Social or Political Science, Economics, or Public Administration, plus at least 4 years of relevant professional experience. • Minimum 10 years relevant professional experience in organizing surveys, mapping, research studies etc• Demonstrated knowledge of drug demand reduction and drafting.• Capacity to analyse needs and formulate recommendations on appropriate responses, including the organization of recommendations into a coherent programme of activities.• Ability to produce concise and actionable advice for executive levels.• Excellent verbal and written communication skills in English. Knowledge of Urdu would be an advantage.• Resilience and an ability to work under pressure.

The proposed timeline shall be included in the technical proposal by the consultant.

Planning and Implementation Arrangements• The consultant will work under supervision of the Representative, UNODC COPAK. The consultant will be required to submit a weekly update on the progress made under the survey to the Drugs and HIV Advisor. A recommended format for reporting will be provided.

The consultant will be issued a consultancy contract (Individual Contract) and paid on a monthly basis in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for mid-level national consultants. Travel costs including transportation and Daily Subsistence Allowance (DSA) for travels will be paid by UNODC in accordance with United Nations rules and procedures

  1. FINANCIAL PROPOSAL

• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;Travelling would be arranged by UNODC if and when required.

EVALUATIONIndividual consultants will be evaluated based on the following methodologies:1.
