Consultant For Mid-Term Review
Aidspan is seeking the services of an experienced consultant to undertake a mid-term review of its Local Watchdogs Project.
Project background
Aidspan’s Local Watchdog Project was borne of the idea that:
• There is need for clear mechanisms that can call CCM to task over ineffective performance,
• There is need for consistent and verifiable accountability mechanisms that can be implemented at the country level and be driven by local stakeholders.
• To test the hypothesis that individuals and organisations at the country level could become more effective and efficient monitors of Global Fund grants if Aidspan mentored them.
The aim was to mentor local watchdogs. They could be members of NGOs, the media, academia or interested individuals. They would not be Aidspan representatives nor would Aidspan fund them.
Aidspan would identify them and provide them with background materials of two kinds: (1) knowledge of the Global Fund, and (2) skills in watchdogging. Aidspan would mentor and assist them in undertaking effective watchdogging of Global Fund grants in their countries and, possibly, publish their work.
