The NTD Program ENVISION at RTI International (RTI) seeks technical support to assist in the development of a data quality assessment (DQA) protocol and tools for targeted neglected tropical diseases (NTDs). The DQA protocol and tools should be developed for use by national NTD programs to strengthen the monitoring and evaluation processes for NTDs, and improve the quality of data reported to the national NTD programs. The consultant will pilot the protocol and tools by assisting the national NTD program in Uganda to conduct a DQA in districts that completed annual drug distributions during FY’12 for the control and prevention of targeted NTDs. The protocols, tools and lessons learned from implementation in Uganda will contribute to the development of a generic DQA protocol and tools for use in other countries.

Specific responsibilities include:

Work with support from ENVISION staff in Washington, DC, Nairobi, Kenya and Uganda to complete the following activities within the specified timeframe:

Task 1. DQA:

• Develop a generic DQA protocol and tools for NTDs, tailor it to the Uganda context by working with the national program. Help to pilot implementation and then analyze results in close collaboration with the national staff, and revise based on the implementation experience.

• Conduct a Data Quality Assessments (Data Audits) of MDA results in selected districts supported by USAID in collaboration with National NTD Secretariat and MoH staff. Time Frame: January 7 – February 22, 2013 (all deliverables to be submitted by Feb 22nd)

Deliverables

  1. Bi-weekly progress report
  2. Final generic DQA protocol
  3. Final generic DQA data collection tool
  4. Final report on results of DQA conducted in Uganda

Qualifications:

• Advanced degree, Masters or above, in public health or relevant discipline
• Strong English language oral and written communication skills
• Experience in developing DQA protocols and tools and implementing DQA for other health interventions such as immunizations, malaria, HIV/AIDS, and/or TB
• Experience working with USAID or other donor-funded projects preferred
