  1. BACKGROUNDThe United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.

COPAK requires the services of an Information Technology (IT) Consultant to contribute to the installation, maintenance and troubleshooting of computer software, hardware and networks (and other tasks as required) in support of UNODC’s e-Learning programme. e-Learning is an interactive computer-based training platform, that delivers foundational knowledge to law enforcement personnel across thirteen Pakistani law enforcement agencies. The Consultant may also be required to contribute to other UNODC initiatives as needed.

Under the overall supervision of the UNODC Country Representative, the consultant will be reporting to the UNODC Law Enforcement Advisor who manages UNODC Country Programme Sub-Programme 1 to deliver outputs that advance the related work plans according to the schedule agreed with the Government of Pakistan.

  1. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORKThe IT Consultants will undertake substantive duties and responsibilities including the following:

i. Deliver IT services and timely support to e-Learning centers established by UNODC across each respective province (including in remote areas) as per monthly plans agreed between UNODC and the Consultant;ii. assist in ensuring timely delivery of UNODC technical inputs to the e-Learning sites;
iii. install computer hardware, software and networks at e-Learning centers,iv. set-up relevant e-Learning courses and train the local technical staff available on sites on the technical aspects relevant to the operation of e-Learning sites;v. review and troubleshoot networking- related issues to ensure all workstations stay connected to the server and are able to deliver the training;vi. stay in contact with local on-site technical staff and provide guide (in-person or over the telephone) on solving issues related to hardware, software or networks;vii. conduct in-person visits to e-Learning sites to identify, troubleshoot and fix computer hardware, software or network problems;viii. be available as a resource person for IT related questions from UNODC and e-Learning, Government of Pakistan beneficiaries;ix. contribute to the development / implementation of computerized work processes;x. perform other duties as may be required.3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS1. Academic Qualifications• Must possess IT certification – preferably MCSE, A+, Network+, or CompTIA• Must possess a Bachelors in IT or Computer Science, or an equivalent degree from a university accredited/recognized by Higher Education Commission of Pakistan2. Years of experience• Minimum 2 years relevant experience in networking, troubleshooting, fixing and repairing computers installed at medium to large organizations

  1. Competencies• Experience in IT-related project implementation is preferred

• Strong problem solving skills – both in person and over the telephone

• Documented experience in setting-up and maintaining Windows-based networks and operating systems

• Knowledge of different types of computer hardware and experience in installing programs

• Must possess knowledge of Client/Server networking and security

• Excellent interpersonal and verbal and written communication skills in English and Urdu.

• Ability to work independently, under pressure and to tight deadlines

• Experience in working with international organizations / UN is an advantage

Lump sum contracts

The financial proposal shall specify a total lump sum amount for services only payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this total lump sum amount.

Travel

The positions are for home-based consultants, one located in each of the following cities – Lahore, Quetta, Peshawar, and Karachi. UNODC will pay for work-related travel both within these cities and from these cities across the respective provinces as per UN rules and regulations. In general, UNODC should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

  1. EVALUATIONIndividual consultants will be evaluated based on the following methodologies:

Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:i. responsive/compliant/acceptable, andii. having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only candidates obtaining a minimum of 60 points would be considered for the Financial EvaluationCriteria Weight Max. PointTechnical Competencies Total 70
