OVERALL OBJECTIVE
The Danish Refugee Council (DRC) is advertising the position of Protection Coordinator for the Central African Republic (CAR) to manage its Protection program.
It is crucial to DRC that that the applicant be experienced, competent, proficient in French and in English and able to work in a difficult working environment.
BACKGROUND
In terms of operations, DRC is one of the largest INGOs in the Central African Republic, operating out of 3 Field offices in the North, 8 sub offices and the capital office (Bangui) with a complex funding portfolio. The program strategy for 2012/2013 covers the sectors of Protection, including Child Protection & DDR, Legal aid, Emergency Education, IDP profiling and protection monitoring as well as Food Security, Early Recovery and small scale infrastructure. Interventions are currently located in three states: Ouham, Ouham Pendé and Bamingui-Bangoran.
The humanitarian needs of the population are immense; in the Northern districts close to 200,000 persons have been forcibly displaced at least once between 2005 and 2008. Today, at least 75000 people remain displaced in Central African Republic of which 25500 were newly displaced in 2012. With a long history of conflict and weak governance, the majority of CAR’s population is severely impoverished and deprived of basic services and infrastructure, 1.9 million people or almost half its population are entirely dependent on humanitarian assistance. Human rights and International Humanitarian Law violations are also rife. Civilians have suffered a range of human rights abuses, including killings, looting and burning of villages, destruction of fields, loss of livelihoods, sexual violence and the abduction and recruitment of children into armed groups.
DUTIES AND RESPONSIBILITIES
The purpose of the Protection Coordinator is to strengthen DRC’s protection programme, policy and advocacy efforts in CAR. It is a strategic position, reporting to the Country Director (CD) and involves external representation on behalf of DRC as agreed with the CD. Primary duties will be to strengthen the protection sector across the three sites of implementation, to provide technical supervision of the protection program and to ensure quality programming as well as proper monitoring and reporting. This will require a frequent presence at and monitoring of the field project sites.
The Protection Coordinator coordinates at least 5-7 ongoing protection projects and four expatriate (4) protection project managers. The coordinator is responsible for a yearly budget of approximately 1.500.000 USD with donors such as UNICEF, CHF, CERF, ECHO, EIDHR, SIDA, French Embassy.
The Protection Coordinator will develop DRC’s protection programme towards including issues such as violence, conflicts and displacement related to transhumance, social cohesion, contributing to the development of DRC’s emergency preparedness and rapid response capacity, as well as continuously developing DRC’s work with legal assistance, national legislation on IDPs and connecting with other regional DRC protection initiatives.
The Protection Coordinator reports to the Country Director in Bangui.
KEY RESPONSIBILITIES
• Work with the programs and the protection team, to strengthen the Protection sector in CAR - define the strategic direction of DRC’s protection programming and update the country protection framework.
• Coordination and leadership of protection activities across three (3) field offices, including four (4) expatriate protection project managers, 40 national staff and local partners.
• Work to streamline protection into the other sectors of intervention (food security and economic recovery and small scale infrastructure);
• Work with program and project managers to ensure that all programs are contextually appropriate and consider and apply protection principles and a Rights Based Approach to their activities as per DRC´s program Handbook and Assistance Framework.
• Ensure that programs are properly informed as to the protection situation of the target population, set up and support IDP profiling exercises, set up a referral system for identified vulnerable individuals.
• Ensure that AGDM approach is streamlined into to the overall DRC programming.
• Contribute to an advocacy strategy focused on protection of civilians, the rights of the displaced, increased humanitarian access, increased responsibility of duty-bearers and main stakeholders in CAR.
• Participate in the development of proposals including budgets for protection projects.
• Oversee the timely implementation of grants, submission of reports and management of budgets, including budget forecasting and work plans.
• Coordinate with the monitoring & evaluation officer the design and implementation of a clear monitoring and evaluation plan for all Protection activities ensuring that Protection teams in the field actively monitor the projects against indicators.
• Coordinate with the project managers to ensure that DRC’s internal project and grants management system is regularly updated.
REQUIRED QUALIFICATIONS
• Post-graduate degree in international law, human rights law, international relations, social sciences, or other related field
• At least 5 years’ experience in humanitarian advocacy and protection, including a minimum of 4 years humanitarian field experience with responsibilities such as strategy development, planning and implementation of activities, as well as project conception
• Sound working knowledge of relevant protection frameworks and International Humanitarian, Human Rights and Refugee Law, as well as the Guiding Principles on Internal Displacement
• Proven experience in staff supervision, capacity building, project design and budget management
• Experience in working with and coordinating with the UN, EU, and INGOs, etc.
• Proficiency in French and in English
• Strong communication and interpersonal skills with excellent analytical and writing skills
• Work experience in Central African Republic would be an added advantage
• Above average computer literacy
• High capacity to work within a team in a multicultural environment
• High capacity to work in a post conflict area and in emergency situations
• High Capacity to be flexible as to frequent travels to field offices and other areas as per requests
• Capacity to monitor large volume of operations, capacity to take high level responsibilities and to work under pressure
