Evaluator (Gender Expert) Consultant
PurposeThe Evaluator (Gender Expert) will be a member of the Evaluation Team. The Evaluator (Gender Expert) is responsible for ensuring a gender analysis framework is included in the evaluation process, and the team adequately evaluates Plan Laos’ current Country Strategic Plan from the perspectives of women and girls. In particular, we are seeking to understand any unintended consequences (good or bad) that have affected women and girls as a result of our work.
Key Responsibilities1. Ensure the evaluation process includes a framework for gender analysis, and a robust evaluation is undertaken of intended and unintended impacts on women and girls. Provide support to other members of the team to ensure a gender lens is applied to all components of the evaluation process, and gender is fully mainstreamed in the process.2. Ensure a sound assessment of past approaches to addressing gender inequality, and recommendations for future work. Particular attention should be paid to identify examples of girls empowerment in the current CSP period.3. Ensure participation in the evaluation includes girls, and provide recommendations on how Plan Laos can strengthen girls participation.4. Provide leadership for the evaluation question, is there an appropriate strategy in place for gender mainstreaming?
