In post, you'll be the driver behind developing the domestic elements of Plan UK’s integrated multi-year flagship campaign on girls rights. This will include creating strong external partnerships and internal processes to maximise impact.

Through a strategic approach to advocacy and campaigns, with our programme work and our commitment to child rights as a foundation, we are dedicated to achieving key policy change objectives for girls here in the UK and are seeking an exceptional candidate to be at the heart of this vision.

Working closely with colleagues in Advocacy, Campaigns and Research, including our youth engagement specialists, as well as with our communications and fundraising colleagues across the Public Engagement Department, in the initial six months of this post, the post holder will scope, research and develop a campaign strategy and activity plan, including working on partnership creation for the domesticangle of our UK girls campaign to be launched in 2015. This will be a critical component of the overarching campaigns plan for our integrated flagship campaign ‘Because I am a Girl’.

In this role, the successful candidate will be working collaboratively across our internal and external stakeholders, leading the delivery of our domestic girls (Because I am a Girl) campaign to help shape our public engagement and support the delivery of key policy change objectives. You will be working within a Prince 2 project management structure, reporting to a project board via the project manager.

It’s a fixed term full time post at 34.5 hours a week [ – we finish at 4.30pm on a Friday].in the first week of May.

Terms of Reference for Consultancy - Study on girls’ education and gender equality in Latin America and the Caribbean

PURPOSE OF THE JOB

The consultant will produce a study on “girls’ education and gender equality in Latin America and the Caribbean”.

The aim of the study is to present a comprehensive picture of progress made since the 1990 EFA global commitment to achieving gender equality in education and what is now required for addressing existing gaps, bottlenecks and barriers. This study is part of the UNICEF commitment towards achieving the rights of quality education for all, with a special emphasis on girls.

BACKGROUND

Since the education for all conference in Jomtien in 1990 and the development of MDGs goals which highlight gender equality in education, countries in the Latin America and Caribbean region have made significant progress towards increasing access, permanence and completion of primary and secondary education, as shown in international studies and statistics, particularly from UIS in Global Education monitoring reports. Furthermore, international comparisons on learning achievement as related to girls show a sustained improvement in education performance, often more significant than with boys.

A gender parity index has been used to assess differences in education achievement between boys and girls, has been defined as the value of given indicator for girls divided by that for boys. Based on this index, gender parity has been achieved in primary education and in several LAC countries educational achievement favours girls in all aspects: enrolment, permanence, completion, and learning achievement. The school life expectancy for girls is now – in most cases – higher for girls.

A recent study promoted by OEI shows the extremely high proportion of female teachers at pre-school, primary and lower secondary levels, in the Ibero-American countries, which illustrates the significant feminisation of the teaching profession. This is not a positive trend for multiple reasons, including the fact that in most countries, teacher’s salaries at education level are the lowest in the public sector.

Despite the impressive achievements, existing bottlenecks and barriers reinforce educational disparities against girls, especially for those found in remote, rural areas and/or are from specific indigenous or afro-descendent populations. In addition, gender equality is not necessarily promoted within the education sector as illustrated by the gender bias in national curriculums and the existence of significant gender based violence found in school settings. This situation results in the inequality for women to achieve as males, a wider range of professional employment opportunities and fair/equal pay.

Taking into consideration all the above comments, understanding the multiple aspects of gender equality in education are still a challenge, requiring additional information and analysis.


MAIN TASKS RELATED TO THE JOB

The consultant is expected to:

Review education statistics for the time period of 1990 – 2013, in primary and secondary education and progression of education achievement for both boys and girls, highlighting the more significant disparities within and between countries on the basis of existing data.Review existing studies and research on gender equality in the education system as a whole, in addition to a review of specific educational components (curriculum, school environment and participation, school safety, teacher training, and school management).Identify good practices and strategies to achieve gender equality in education and provide related recommendations based on the analysis.DELIVERABLES:

The final product will be a study on “girls’ education and gender equality in Latin America and the Caribbean”.

The product mentioned above should be written in Spanish or English. It should contain in addition to the points identified in the section “Tasks of the Consultant,” an executive summary, concrete recommendations, conclusions and a complete bibliography.

ESTIMATED DURATION OF THE CONTRACT:

The consultancy will take place over a period of two months from October to November 2013.

PAYMENT OF FEES:

The consultant will be paid in the following manner:

Malawi: Call for Tenders: Evaluation of the Theatre for a Change Girls’ Education Challenge Project, Malawi

Theatre for a Change has been funded by the DFID Girl’s Education Challenge (GEC) programme to run a 2.5 year project entitled ‘Empowering young female teachers to create inclusive learning environments for marginalised girls.’ Through improved training of female teachers to create girl-friendly learning environments and promote girls’ greater awareness of Sexual and Reproductive Health (SRH) and their rights, and through greater parental and community support and engagement, the project will improve girls’ SRH and thus their retention, achievement and learning at school. The project combines teacher training, community mobilisation, innovative approaches to sexual and reproductive health education and interactive radio broadcasts.

We are inviting suitable organisations to submit proposals to conduct an evaluation of the programme being implemented in Malawi. Programme reach and outcomes amongst individuals and communities in Malawi must be investigated.

Responses are invited from organisations with the following expertise:

• Evaluation design: design and plan the evaluation approaches and research methodologies, including quantitative and qualitative research methods – the team should include skills and expertise required to design, plan and conduct impact evaluation, potentially using experimental or quasi-experimental techniques;
• Relevant subject matter knowledge and experience: knowledge and experience required (e.g. education sector, gender, non-state actors, private sector education) to ensure that the evaluation design and research methods are as relevant and meaningful as possible given the aims and objectives of the project and the context in which it is being delivered;
• Evaluation management: manage a potentially large-scale and complex evaluation and research process from end-to-end, including conducting and reporting a baseline study and final project evaluation report;
• Primary research: design, management and implementation of primary research in potentially challenging project environments, such as remote and rural areas – this will include the use of household panel surveys, EGRA /EGMA tests, in-depth interviews, focus groups, etc.;
• Country experience: it is particularly important that the team has experience of conducting similar projects in Malawi or other relevant knowledge /experience along with the language proficiency required to conduct the research required;
• Information management: design and manage data and information systems capable of handling large datasets for M&E purposes;
• Statistical analysis: a range of statistical modelling and analysis of impact data; highly proficient user of: SPSS or STATA; and qualitative data analysis software e.g. ATLAS.ti, NVivo or equivalent; and
• Value for Money (VfM) assessment of education projects: education economics expertise to conduct cost benefit analysis and cost effectiveness analysis as part of the assessment of the project’s VfM.

Thailand: Evaluation Consultant – Short Term Girls Empowerment Project

The Girls Empowerment Project is a pilot project implemented by the International Rescue Committee in Ban Mai Nai Soi refugee camp (site 1), Mae Hong Son. The objective of this pilot project is to promote and facilitate the safety, well-being and empowerment of marginalized, at-risk adolescent girls in the camp. Specifically, the project seeks to reduce or eliminate risk factors for sexual violence and increase protective factors from it, targeting a segment of the adolescent girl population who are particularly vulnerable. The project targets 30 girls ranging in age from 10 to 18 who are no longer attending school, either because of social exclusion due to their gender or marriage status or forced exclusion due to pregnancy.

This project works at multiple levels to increase the physical, social and human assets of the target girls by: providing them with a “safe space”, strengthening their knowledge and skills, and engaging the family members, peers, community leaders and structures that act as gatekeepers to such assets. Through a participatory action research (PAR) process, the target girls identified the knowledge and skills they would like to learn to feel safe, healthy, and confident. This learning content is being taught through weekly workshops over a period of 12 months. Older girls from the community (ages 18-25) have also been recruited and trained to be individual mentors for participants as well as facilitators of the identified learning content. Lastly, PAR was used to engage family and community members in a dialogue about the target girls' risk and protective factors for sexual violence and to further define what resources they, as gatekeepers, need to address risk factors.

As the pilot stage of the project comes to a close, IRC seeks an external consultant able to conduct an evaluation of the pilot. A baseline assessment was conducted at the start of the project.

Scope of Work: The Evaluation Consultant will design and conduct an evaluation to determine whether target girls do experience increased presence of, or access to, various social, physical and human assets on completion of the program. The evaluation will focus on 4 main anticipated results of the project:1) 75% of target girls regularly attend program activities2) 75% of target girls identify that they have increased the presence of resources that can protect them from sexual violence3) 75% of target adults (carers, spouses) have increased knowledge of what they can do to actively promote the safety and well-being of target girls4) Target community leaders identify and take specific actions to change social policies that hinder girls’ access to education

Activities will include the following:• Review data from existing monitoring tools (e.g. activity attendance records, home visit tracking sheets, meeting minutes and action plans, etc)• Train local consultants as enumerators• Conduct end-line survey and qualitative research with 30 girls and their family members• Develop tool to measure levels of knowledge of family members• Analyze findings and produce report

Experience Desired:• Practical experience in designing and conducting research and evaluation projects as well as data collection skills.

About the roleThe Finance and Operations Director (FOD) is responsible for overseeing project finances and other operational and administrative duties in accordance with the relevant donor regulations and in line with Plan’s financial and operational management policy provisions. About the role With Plan International serving as lead agency, the Chief of Party (COP) has ultimate authority and oversight within the organization and is responsible for overall management and technical support of a girl’s education project, including managing all activities of sub-recipients, coordinating all programme-focused strategic planning and decision making, and managing key personnel. The COP will serve as key liaison with the donor and all other agency counterparts, implementing partners, and alliance partners involved with the programme.

Primary responsibilities include providing overall leadership, management, and general technical direction of the programme, assuring an integrated vision among different components and actors, and ensuring programme performance The COP bears ultimate responsibility for ensuring achievement of programme requirements and adherence to donor regulations.
