OVERALL RESPONSIBILITIES

The goal of the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program in Ukraine is to improve the health outcomes in Ukraine, particularly those related to TB and HIV/AIDS, through improved access to and use of essential medicines.

The Senior Technical Advisor for Supply Chain Management (STA-SCM) is the lead technical specialist responsible for the planning, implementation and evaluation of all SIAPS supply chain activities especially as they relate to the Ukraine HIV/ AIDS and Tuberculosis (TB) programs. He or she works closely with the Country Project Director and the SCM Team of Technical Advisors, local partners and stakeholders for the development and implementation of supply chain policies and procedures in support to adequate medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution.

The STA-SCM provides technical leadership and direction for the development and implementation of innovative strategies and activities to support the strengthening of supply management systems in Ukraine. The STA-SCM works with other SIAPS staff for the development and deployment of appropriate logistics management information systems that support the planning and monitoring of supply chain operations. He or she supports supply chain capacity building efforts and ensures that systems and processes are in place to assure the continuous availability of key program commodities. The STA-SCM ensures activities are based on the annual USAID-approved SIAPS work plan.

The ideal candidate will have technical expertise and prior experience in one or more of the key project results areas. Proven senior technical leadership experience desirable.

SPECIFIC RESPONSIBILITIES

  1. Assist the Country Project Director in the development of SIAPS work plans and budgets as they relate to supply chain activities. Provide input into updating and implementing the annual work plan and budget, as necessary.

  2. Provide technical assistance to the MOH and local partners for the quantification of TB HIV/AIDS products and other key commodities including the establishment of appropriate forecasting and supply planning mechanism and information systems to assure availability of data necessary for adequate quantification.

  3. Collaborate with the MOH and local partners to assure that effective and efficient warehousing and distribution systems are in place for HIV/AIDS and TB medicines and other key commodities.

  4. Participate in identifying and prioritizing capacity development activities for strengthening national and regional level pharmaceutical supply chains, and building expertise in monitoring and supervision in collaboration with the MOH and other relevant team members and partners. Develop and implement appropriate training and supervision programs.

  5. Provide technical assistance to the PSM Working Group, or other appropriate entities, on PSM issues, including drug product quantification, procurement, and distribution.

  6. Represent the SIAPS program at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies in matters related to supply chain.

  7. Provide technical assistance to assess current HIV/AIDS and TB pharmaceutical management practices, and develop action plans and recommendations to address priority issues to improve effectiveness of related supply chain.

  8. Provide TA to develop standard operating procedures (SOPs) for inventory management and other aspects of supply chain management that will assure the availability and quality of medicines and other commodities.

  9. Along with the STA – Rational Drug Use, develop and implement a comprehensive approach for ensuring the quality of the TB and HIV/AIDS commodities and the procedures used.

  10. Ensure adequate support to the country program including representation of SIAPS on supply chain matters, timely delivery of quality products, and the achievement of targets in a timely fashion, within designated budget. Contribute, as requested, to quarterly and ad hoc reporting to SIAPS, USAID, the Ukrainian MOH or other relevant agencies.

  11. Provide supervision to other SCM team members, and be held accountable for their performance management (including regular results, check-ins, formal appraisals, supportive supervision, rewards, training, coaching and career development support).

  12. Monitor and document progress of activities toward achieving results of supply chain activities of the approved SIAPS work plan, by taking baseline and periodic measurements of indicators.

  13. Participate in the development of regular quarterly and semi-annual reports on work plan activities for the SIAPS, USAID/Ukraine, and in any other reporting requirements for the SIAPS Ukraine program as needed. The STA is also expected to draft regular activity progress reports, closely monitor activities assigned to them and to meet results and budget targets.

  14. Produce any other ad hoc reports or updates on progress of activities, as required or requested by USAID.

  15. Make regular presentations of results and progress to stakeholders. Participate and make representations on relevant program work in technical meetings as needed.

  16. Facilitate work of external consultants as required.

  17. Undertake other relevant activities as requested by the Country Program Director.

QUALIFICATIONS

  1. Advanced degree in supply chain management, pharmacy, medicine, logistics, business management or related field with background in public health.

  2. At least seven (7) years progressively responsible experience in supply chain management/logistics at the policy level with advanced knowledge of logistics techniques and applications including quantification tools.

  3. Familiarity with public health, TB, and HIV/AIDS programming, data collection, analysis and presentation.

  4. Experience working with MOH and national level organizations.

  5. Knowledge of international commodity procurement systems and procedures.

  6. Strong project management and communication skills required.

  7. Previous experience in developing training materials and the delivery of training sessions.

  8. Excellent written and oral communications skills.

  9. Fluency in spoken and written English and Ukrainian; knowledge of Russian is helpful.

  10. Strong organizational skills and ability to work in a team-oriented environment.

  11. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients and consultants, sound judgment and communication skills.

  12. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook; knowledge of appropriate methods for data analysis and reporting.

  13. Ability to handle multiple tasks simultaneously, set priorities, and work independently.

  14. Experience working with USAID-funded programs highly desirable.

  15. Willingness and ability to travel within Ukraine as needed.
