Internews Network is an International Non Governmental Organization (NGO) whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect and the means to make their voices heard. Internews in South Sudan is a USAID supported project that delivers accurate, balanced news and information to the people of South Sudan through community radio stations.

The Human Resources Manager reports to the Finance Director. S/he will work closely with colleagues based in South Sudan as well as with Internews HQ in the US. The person will be responsible for supporting and advising the country program on the various HR processes and systems. This includes support and advice in setting up or enhancing Recruitment and Selection, Training and Development, employee orientation and induction, Performance Management, Compensation and Benefits and Employee Relations.

Responsibilities and Tasks:

  • Assist in development and review of sound HR policies and procedures that are compliant with Internews standards and South Sudan local labor laws.
  • Organize recruitment including placing advertisements, arranging interviews, staff inductions etc.
  • Ensure Internews adheres to government regulations on recruitment and labour relations.
  • Ensure all staff understand, sign and adhere to Internews ethics policies.
  • Maintain HR personnel files for all Internews staff.
  • Maintain the tracking system for all types of leave for all employees.
  • Maintain up-to date staffing list by program and department.
  • Maintain appropriate records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews and other relevant information.
  • Keep up-to-date tracking sheet of all staff.
  • In conjunction with the Management contribute to development and/or review of HR policies, procedures ensuring legal compliance with the local legislation is observed.
  • Provide technical support to managers in matters related to resourcing, terminations, employee relations, grievance and disciplinary management.
  • Contribute to the development of the HR strategy.
  • Build and develop the capacity of the field HR teams within the field offices.
  • Contribute to the development of effective performance management tools and ensure performance management system is well understood by staff.
  • Collaborate with the Management in implementation of HR Initiatives in relation to reward and compensation, employee retention, gender & diversity among others.
  • Coordinate potential areas for job swapping, temporary assignments and other recruitment opportunities to enhance capacity of field HR teams.
  • Comply with and promote all Internews HR policies.
  • Collect time sheets, preparation of monthly payroll & leave accrual.
  • Assist Management in recruiting, training and terminating staff, as per the provisions of available grants.

Skills & Experience

  • At least a University Degree in Human Resources Management or equivalent.
  • Minimum 4 years relevant human resources management experience in a business or INGO.
  • Planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • In-depth knowledge of employee relations and ability to develop and maintain knowledge of South Sudan employment legislation, Personal Income Tax etc.
  • Experience in capacity building of HR teams.
  • Resourcefulness and creativity in developing the role of HR and ensuring the most effective support to line management.
  • Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, teams.
  • Willingness to work and travel to often difficult and insecure environments.
  • Complying with and promoting all Internews policies such as Whistle blowing, Fraud, and Health and Safety.
  • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Internews values.
  • Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.
  • Sets ambitious and challenging goals for themselves, takes responsibility for their own personal development and encourages others to do the same.
  • Builds and maintains effective relationships, with their team, colleagues, members and external partners and supporters.
  • Basic financial skills, particularly in budgeting, Grants based Human Resources Management.
  • Sound skills on Word, Excel, PowerPoint. Preferably knowledge of an ERP system like Agresso.
