Internews Network is an International Non Governmental Organization (NGO) whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect and the means to make their voices heard. Internews in South Sudan is a USAID supported project that delivers accurate, balanced news and information to the people of South Sudan through community radio stations.

The Grants & Contracts Manager is part of the Country Finance Team and reports to the Finance Director. S/he will work closely with colleagues based in South Sudan as well as with Internews HQ in the US. This is a hybrid position for which applicants are expected to possess good knowledge of Program (50%) & Finance (50%), both.

Responsibilities and Tasks:

  • Manage of grants, contracts and sub grants.
  • Manage the update of new and existing sub-grantees/subcontractors including milestones, outputs, beneficiary numbers and any other document changes that are necessary.
  • Initiate discussions with new partners as applicable and determined by line manager.
  • Work with finance/program staff and HQ in US to complete interim and final reports for on-going projects including review, compilation and editing.
  • Ensure compliance with internal reporting requirements, including having the correct sign off for both reports and proposals from Juba and HQ.
  • Provide the logistics department with guidance on logistical requirements of new and existing contracts.
  • Organize and prepare for Grants Opening Meetings and Grants Closing Meetings.
  • Ensure that Contractors/Sub grantees get timely disbursement.
  • To actively participate in external coordination meetings for finance that exist in the country
  • Good knowledge of Budget realignment, No cost Extension, Budget codes, Budget holders, Grants based allocation of resources etc.
  • To contribute to representation and technical discussion needed for donors
  • Improve grants management systems, including support to programme management (spending and procurement plans), improving deadlines overviews, and reference material (grants factsheets).
  • Develop Contracts, Grants & subgrants database and payment / performance tracker.
  • Build capacity of local partners in reporting, financial management, and other relevant tasks.

Skills & Experience:

  • University degree in Finance / Economics / Business Management / Development Studies / Humanitarian crisis etc.
  • Excellent knowledge and practical exposure of managing independently: Grants, Contracts & Sub-grants.
  • At least 4 years of relevant working experience with an international NGO in emergency/humanitarian contexts
  • At least 4 years experience with international donor procedures (USAID, UN, EU & DFID).
  • Knowledge and practical exposure of USAID assistance award (22 CFR 226/228, A110, A122, A133, Reporting SFs & Quarterly Accrual Pipeline Report).
  • Experience of managing grants under contracts.
  • Ability to work with minimal supervision; ability to work under pressure and to respect often tight deadlines;
  • Strong analytical, training, oral and written communication, and team-building skills;
  • Ability to effectively manage a variety of internal and external relationships, including relationships with donors;
  • Excellent fluency in English (professional): writing and speaking.
  • Good management and representation competencies.
  • Prior experience with capacity building of program & finance staff
  • Proven ability to work in multi-donor short term contract situations and ability to effectively juggle priorities to meet the needs of the mission
  • Excellent influencing and negotiation skills
  • Proficiency in Excel, Financial software Quick Books and Agresso. This is preferred but not required.
