The Programs

The Economic and Public Sector Program (EPSP) and Provincial and Local-level Governments Program (PLGP) support the economic and public sector reform agenda of the Government of PNG (GoPNG) to improve basic service delivery to the men and women of Papua New Guinea.

The Position

The Principal Program Director (Governance) leads the implementation of the EPSP and PLGP programs. The programs seek to stimulate and support economic and public sector governance reforms leading to better delivery of basic services and a more competitive environment for private sector development in Papua New Guinea. This senior leadership position will have overall responsibility for:

  • Providing strategic management of Australia’s public sector governance programs in Papua New Guinea, during a peak period of reform and high economic growth
  • Conducting high level coordination of EPSP and PLGP’s support for decentralisation, public financial management, private sector enabling and public sector governance reforms
  • Providing specialist policy advice and analysis to the Australian High Commission in Port Moresby and GoPNG partner agencies

The Person

The Principal Program Director will possess a

  • unique blend of technical expertise and exceptional persuasive ability, with outstanding negotiation, communication, stakeholder management and policy development skills who is able to quickly gain the confidence of senior officials of government
  • minimum of fifteen years’ experience working on decentralisation, public financial management and/or public sector governance reform
  • experience in a senior leadership role in a public sector governance program is essential
  • experience in private sector enabling work in the government context is highly desirable; previous work experience in Papua New Guinea is also desirable but not essential.
