PSI seeks an experienced Chief of Party (COP) to plan and coordinate all activities under an anticipated $25 million USAID-funded project for health systems strengthening in Somalia. The project will have a strong focus on maternal and child health in the 3 zones of Somalia (Somaliland, Puntland, and South Central).

The COP should have significant leadership, management and international development experience; a demonstrated track record in successfully managing government relations; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing international health programs centered on health systems strengthening, social marketing and behavior change communications. This position will be based in Nairobi, Kenya and will report to the Country Representative in Somaliland. This is a non-accompanied post and will require approximately 30% travel to the 3 zones of Somalia, (Somaliland, Puntland and South Central).

RESPONSIBILITIES:

? Serve as main point of contact/representative of the project to USAID/East Africa, AOR, PEPFAR Somalia and the USAID Country Representative in Somalia.? Facilitate senior level policy and dialogue with the Ministries of Health, stakeholders in the health sector, other donors and partners.? Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.? Lead internal and external program planning and reporting including annual work planning with sub award partners.? Represent Health Consortium for the Somali People (HCS) in Nairobi as well as the 3 zones of Somalia.? Provide effective guidance and support to technical members of the in country management teams and staff assigned to the project.? Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments.? Ensure high-quality periodic reporting in line with USAID and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports etc.)? Perform other responsibilities as requested by the Country Representative.

QUALIFICATIONS:

? Masters degree in public health, social sciences, international development or related field? 10 years’ experience successfully managing and leading complex international public health programs funded by USAID or other large donors in Africa, ideally in Somalia or other post conflict states.? Demonstrated ability in the concepts, principles, methods and techniques of delivering public health programs for maternal and child health.? Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects local organizations and partners.? Broad understanding of public health in East Africa ? Demonstrated knowledge of USG/PEPFAR grant implementation? Ability to successfully recruit, train, develop and manage staff? Ability to manage agreements and all required programmatic and financial reporting requirements? Ability to perform internal control functions to manage day to day operations of the projects? Excellent interpersonal and communication skills? Excellent management skills? Fluency in English is required.
