Dear Sir/Madam,

UNICEF (Ethiopia) wishes to request eligible bidders to participate in a Request for Proposal to provide consultancy servicesfor Long Term Agreement (LTA)– (1) to perform spot checks of implementing partners as per UNICEF risk assurance plan –see TOR page21-39, (2) conduct capacity development on spot checks for UNICEF programme and finance/operations staff to be engaged on spot checks of our implementing partners-see TOR page 40-41 and (3) perform internal control audit of our implementing partners-TOR page 42-54.

Background

UNICEF Ethiopia uses a Harmonized Approach to Cash Transfers (HACT) as a framework for transferring cash to government and non-government Implementing Partners (IPs). HACT calls for adaption of a risk management approach and selection of specific procedures for transferring cash on the basis of the assessment of the Financial Management capacity of IPs.

As one of the mechanisms to obtain assurance of transferred funds for risk management and mitigation under the HACT framework, a spot check will be performed by qualified agency staff or an audit firm as per UNICEF assurance plan, on the basis of IPs risk rating and UNICEF guidelines. Government or NGO/CSO IPs will be audited once or more during the programme cycle. Scheduled audits are performed during the programme cycle as per UNICEF assurance plan, on the basis of IPs risk rating and UNICEF guidelines in order to obtain assurance on IPs financial records and financial management systems of internal controls related to the programme. Unfavourable findings of assurance activities and risk ratings may result in a reconsideration of the modalities, procedures, and assurance activities for that IP.

Purpose:United Nations Children’s Fund (UNICEF) wishes to procure the above mentioned services through a competitive bidding process and establish a Long Term Agreement (LTA) for an initial period of 24months and renewable for additional 12 months subject to satisfactory performance by the bidder. In this respect, UNICEF would like to invite your organization to submit technical and financial proposals as outlined in this request for proposal and the terms and conditions contained herein.

Request for informationAny questions concerning this invitation must be forwarded in writing by email or by fax, to the person who prepared this document, with specific reference to this RFP number prior to 5 days of the due date of submission of the proposal. No request for information will be entertained after this. The question and its response will be circulated to all the bidders, after deleting the name of the bidder who requested for the information.

Sealed proposals must be submitted latest by the date and Ethiopian local time specified below. Sealed proposals (technical and financial) received prior to the stated closing time and date will be kept unopened. Proposals received after the stipulated date and time will be invalidated. UNICEF will not accept any responsibility for the premature opening of the proposals not properly addressed or identified. Due to the nature of the bid, there will be no public opening of the bid.
