1: Topic: Consultancy Services- (1)for Long Term Agreement (LTA) of 24 months to provide - (1) guidance to the Federal Ministry of Health (Office of the Minister) on the development of a strategic and actionable plan on knowledge management, policy advocacy and (2) facilitate the development of post MDGs, “Health Sector Development Plan 5” and role of the health sector in “Growth and Transformation Plan II”.
2. Background.
The Federal Ministry of Health (FMOH) has requested UNICEF’s with a letter dated 9 January 2014 Ref. No, 4/101/41/78 to support in the development of a Knowledge Management Initiative (KMI) and policy advocacy to hone the achievement of health MDG. Ethiopia has achieved MDG 4 and striving to achieve MDG 5 and sustain the gains. In addition to working on meeting the Millennium Development Goals, FMOH has embarked on the development of its “Health Sector Development Plan 5”; Visioning Ethiopia’s Path towards Universal Health Coverage through Primary Health Care by 2035” and enhances the role of the health sector in “Growth and Transformation Plan II”.
3. TEAM COMPOSITION in the firm and Experience Required.
- At least team of three persons with at least master level preferably doctoral level educational background in the field of public health, social science, computer science and related fields and experience in knowledge management and research
- Technical and coordination expertise in supporting the development and implementation in knowledge management and policy advocacy
- Knowledge in the area of Knowledge Management and Human Resources Development in Ethiopia’s health sector
Experience & credibility of the firm with similar or other areas in the health system of Ethiopia has an advantage. The firm should have adequate qualification, international experience and mix of professionals in knowledge management area.The payment should be based on the deliverables upon written confirmation of the service from MoH officials.
