PURPOSE OF THE ROLE

The PM is responsible for ensuring that Farm Africa programmes and projects are delivered to the highest standard of project donor contract management and reporting, are compliant with GoE regulations, and achieve maximum possible macro and meso-level impacts as well as delivering value for money. The SPM will work closely with the other PM and the Head of Corporate Services (HoCS) to ensure that support functions in-country and London are being delivered to a high standard and efficiently. The post holder will also have significant responsibilities in helping Project Managers to develop annual budgets and activity plans in line with donor contracts and Farm Africa internal financial policies and procedures. The PM will also be responsible for ensuring that donor progress and final implementation reports are submitted on time, in the correct format and to a high standard.

He/she will play a major role in periodic project monitoring (whether according to the structured quarterly review cycle, or on an ad hoc basis), as well as a lead in the design and development of new programmes. He/she will ensure budgets and plans are realistic and conform to the law. The PM will be a key actor in providing people leadership, identifying and filling capacity gaps, ensuring project teams are equipped with the right talent, challenging poor performance, and ensuring all programme staff are demonstrating Farm Africa’s values. The postholder will identify and build on synergies and complementarity across the portfolio, and will play a significant role in knowledge management to contribute to Farm Africa’s second organisational goal of reaching more people through scale up by other partners (Government, private sector, other development actors), and Evidence based impact on the lives of target beneficiaries through strategic leadership and support to project design and implementation. On a periodic basis s/he will deputise for the CD in his/ her absence.

KEY TASKS AND RESPONSIBILITIES

  • Ensure the highest standard of project Donor contract management with regard to budgeting and financial management and reporting are established and maintained.
  • Support project teams to ensure that activity plans and associated project milestones are commensurate with the donor contract prerequisites and obligations.
  • Ensure all project plans and budgets can (new and existing projects) comply with the 70:30 rule.
  • Provide support to PCs/PMs to ensure exemplary Government relations, at all levels, and at all stages of the project cycle.
  • Following proposal approval, work closely with other relevant staff to plan and coordinate for swift project startup, including but not be limited to the following tasks:
  1. o To convene, minute and action a Post Approval start-up meeting
  2. o Initiate and follow-up recruitment of high standard of key project personnel.
  3. o Ensure project implementation planning (PIP) workshops are held and produce detailed project work plans to guide the smooth implementation of the project.
  • Ensure the highest standards of professionalism and administrative efficiency is achieved in project closeouts/exits
  • Provide handson technical and managerial support to Project Managers to ensure approved projects are delivered according to the contractual requirements of donors or other stakeholders.
  • Alongside the HoCS, provide intensive support to ensuring adherence at project level to Farm Africa’s organisational policies and manuals (Field Staff Handbook, Procurement and Finance Manuals, Security Policy, Anti-Fraud, Corruption and Conflict of Interest Policy, Communications Protocols, Procurement policy), etc.
  • Support the smooth management of partner consortia, ensuring MoUs and Fund Transfer Agreements (FTAs) are adhered to, relationship management, and troubleshooting any operational glitches as they occur, reporting at organisational level on corrective actions and lessons learned.
  • In conjunction with relevant PC/PM and the Finance unit, the post holder will be responsible for; preparation and revision of a realistic budget; authorising and monitoring expenditure in line with the budget and donor guidelines, FA grant management and financial guidelines. This will include mainly analysis of quarterly and monthly budget Budget Monitoring report (BMR) variance analysis reports on all budgets held to the Finance Unit at the CO. The post holder will need to ensure all budget holders are also fulfilling their budget holder responsibilities.
  • Closely work with the PCs/PM and the Logistics Manager to develop quarterly and annual procurement of goods and services plans and ensure the implementation of same for enhancing efficiency and effectiveness of project implementation.
  • Play a key role in identifying and solving problems and issues in the implementation of project management systems and guidelines in conjunction with other senior staff members.
  • Lead and co-ordinate the development of a standard FA induction and training programme for all senior operations staff, particularly Project Coordinators/ Project Managers (PC/PMs). This training programme must ensure all PMs have the minimum skills required to manage their projects as per the FA existing and new Internal Protocol and other organisational priorities.
  • Support processes that aim to ensure all PCs/PMs have clear work plans and objectives and receive quarterly supervisions and reviews, and lead on organising the quarterly review process with PCs/PMs and other members of the senior team.   • Efficiently deal with any performance issues as they arise either with the PCs themselves, or in the role of ‘Manager’s Manager’
  • On a periodic basis, deputise the CD in her absence and provide cover for PMs/PCs in their absence when no other natural replacement exists.
  • Undertake regular visits to project Offices to attend internal meetings, monitor the implementation of operations and identify support required by the offices.
  • Act as a representative for Farm Africa to government, donors, other NGOs, Consortia and other forums.
  • Coordination of the pipeline projects, and regular monitoring of project design activities within the team. Support where required, and lead role in reaching out to potential donors for new programmes.
  • Key role in contributing to discussion and decision making processes of the Senior Management Team (SMT)
  • Ensure, through Farm Africa’s Quarterly Review process and other mechanisms, that technical and implementation lessons are being learned across the teams, and adjustments made to project design or methodologies accordingly.
  • Work closely with and follow up advises from quality and Impact team as well as Regional Romantic advisors (Market Engagement, forestry and Impact/Quality);
  • Strengthen and systematise the role and contribution of Thematic Working groups (Forestry/Natural resource, crop, livestock/pastoralist, Gender and Monitoring, Learning & knowledge management ,MELKM)
  • Work closely with counterpart programme manager and FA quality/Impact team to plan and facilitate Project Performance Reviews (PPRs) as per agreed processes/standards;

PERSON SPECIFICATION

  • At least 3 years senior management experience, ideally with a developmental NGO.
  • A minimum of 5 years project management experience in Ethiopia and/ or another African Country
  • A postgraduate qualification in a relevant subject including development, social studies, economics, agriculture, rural development and related fields
  • Exemplary written and spoken English and Amharic.
  • Excellent time management skills, with a proven ability to prioritise between tasks, deliver in a high-paced working environment, and self-manage.
  • Programme experience relating to agricultural and environmental natural resource management and sustainable livelihoods and small economic activity development.
  • Experience in working with the private sector to achieve development outcomes
  • Experience in project design, proposal development and project management.
  • Experience of designing and implementing programme monitoring and evidence based outcome measuring systems.
  • Experience of staff management and commitment to staff development and team building.
  • Experience of organisational and strategic planning processes.
  • Experience of working with participatory approaches to development and capacity building of staff and stakeholders.
  • High level of analytical and conceptual thinking.
  • Computer literacy, including proven experience with word processing and spreadsheets.
  • Strong sense of integrity and personal commitment to the goals and values of Farm Africa.
  • Excellent communication and team building skills with the proven ability to train and mentor staff successfully.
  • Ability to undertake unaccompanied travel and operate away from the working base in order to achieve objectives.
