Summary: The Monitoring and Evaluation (M&E) Officer is responsible for overseeing all program monitoring activities for the Department of Labor’s (DOL) Project to Reduce Child Labor in Colombia. The objective of the project is to reduce child labor, including by improving working conditions in the artisanal mining sector in Colombia, as a strategy for mitigating the risk of injuries for adult workers than can negatively impact household livelihoods and contribute to child labor. The project will address policies to combat child labor and strengthen OSH in the mining sector; the capacity of key actors to identify and address violations of child labor and OSH laws in mining communities; livelihoods opportunities for households of children involved in artisanal mining; educational and vocational training opportunities for children and youth in mining communities; and sharing across countries of strategies to combat child labor and address OSH in mining, with a particular focus on formalizing artisanal mines. The M&E Officer will institute M&E best practices for activity monitoring, indicator and beneficiary selection and tracking, and project evaluation. The M&E Officer will provide technical support to the design and implementation of child labor monitoring systems and other information systems that support policy and programmatic decision-making by a variety of project stakeholders, including government, civil society and public-private partnerships. The M&E Officer is responsible to ensure comprehensive and accurate data collection and analysis of results by both Pact and partner organizations, to improve project implementation.

Specific Duties:

• Leads the design, development, implementation and oversight of the Comprehensive Monitoring and Evaluation Plan, as well as Monitoring and Evaluation plans at partner levels as needed.

• Responsible for the development, measurement, and reporting of qualitative and quantitative output, outcome, and objective level performance indicators with targets for a 4-year program. Develops relevant M&E tools, formats and lead the provision of M&E specific technical training.

• Responsible for collecting and analyzing baseline and process indicator data and performance reporting. Support program implementation team with adaptive management by providing timely information and analysis around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the project.

• Coordinates or leads regular program monitoring visits. Ensures the production of consolidated reports and agreed action plan for follow up response (inclusive of program, finance, grants).

• Monitors data collection, collation, storage, analysis and reporting ensuring that data is of high quality and audit worthy. Where problems exist, support the identification of solutions to challenges faced.

• Responsible for supporting and reviewing regular program reports in collaboration with program staff and the Project Director for submission to DOL.

• Oversees staff conducting in-depth assessments for reporting on program activities.

• Maintains accurate information in database; maintains accurate and timely electronic files

• Other related tasks, as needed

Minimum Qualifications:

• Bachelors degree (Licenciatura) in statistics, demographics, public policy, international development economics or related field

• At least 5 years of professional experience in a M&E position responsible for implementing M&E activities of international development projects

• Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.

• Experience designing and managing beneficiary monitoring and database systems.

• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and/ performance monitoring plans.

• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.

• Experience in planning and managing surveys.

• Experience developing and refining data collection tools.

• Experience with data quality assessments and oversight.

• Experience managing and providing ongoing training to M&E field officers.

• Ability to facilitate and serve as a project liaison for externally-managed evaluations

• Fluency in both English and Spanish (both written and oral communication) required.

Preference for:

• Master’s degree in statistics, demographics, public policy, international development, economics, or related field; or advanced certificate in monitoring and evaluation, statistics or economics.

• Experience in child welfare, child labor, mining or extractive industries development projects.
