PSI Angola is seeking a Contracts and Grants Consultant with proven experience and qualifications to manage PSI’s current and future contracts with USAID and other major donors including reporting requirements and subcontracts to be awarded by PSI Angola to its implementation partners.

RESPONSIBILITIES

Working under the direct supervision of the Finance Director, the Contracts and Grants Manager will:

• Review, negotiate, and manage all contracts, agreements and amendments received by PSI, identify and evaluate risks, minimize exposure and ensure compliance from inception to closeout;

• Prepare and manage sub-awards (subcontracts or grants under contract) made by PSI to subcontractors and grantees to ensure compliance and minimize risks to PSI;

• Oversee the process to provide fund advances and reimbursements to grantees and ensure contract compliance within budgets;

• Assist the Chief of Party (COP) to develop project-specific grants management plans in accordance with USAID regulations, polices/procedures and PSI guidelines;

• Provide training and orientation to the field technical staff, project management team and subcontractors for interpretation of USAID’s regulations to ensure full compliance;

• Lead financial audit procedures for subcontracts or grants under contract;

• Manage information regarding contracts, subcontracts, and grants in a reliable and accessible database/information system.

• Manage and oversee the close-out of completed projects.

QUALIFICATIONS:

• Bachelor’s Degree, with experience in project management, international development;

• Minimum of 2 years of experience in project management, preferably USAID and other major donors;

· Ability to produce compliant contract and grant guidelines for program managers in the field, and appropriate contract/subcontract and grant templates.

• Strong interpersonal communication skills;

• High level of reliability, initiative, and follow-through;

• Very strong organizational skills (multi-tasking) and high attention to detail;

• Must be an energetic and enthusiastic collaborative team player;

• Knowledge of Microsoft Word, Office, and Excel;

• Fluency in spoken and written English and Portuguese required.
