GENERAL RESPONSIBILITIES

The Principal Technical Advisor will provide technical assistance to support excellence and innovation in the implementation of leadership and management program activities, particularly those related to capacity building activities for leadership and management, reproductive health and family planning, commodity security, and HIV/AIDS prevention and behavior change communication activities, primarily in the West Africa region. She/he will support application of state-of-the art practices for the delivery of effective reproductive health, family planning, commodity security, and HIV prevention and behavior change communication services, developing, using and promoting innovative, culturally appropriate yet evidence-based interventions. The Principal Technical Advisor will provide mentoring and guidance to senior-level project managers. She/he will oversee Leadership, Management, and Governance (LMG) buy-in, start-up, and ongoing implementation in West Africa and other regions as assigned. She/he will also lead and contribute to MSH pre-positioning and proposal development activities for bilateral projects.

SPECIFIC RESPONSIBILITIES

Project Management and Implementation/Delivery of Technical Results

  1. Oversee the ongoing implementation of LMG projects in the West Africa region.

  2. Contribute to the start-up of LMG and bilateral project activities, primarily in the West Africa region.

  3. Provide technical and/or management support to LMG field support activities and bilateral projects with new and emerging countries.

  4. Provide technical assistance in management and leadership, RH/FP, RHCS, HIV/AIDS or other related technical areas for CLM and other MSH projects as needs arise.

  5. Provide overall leadership of assigned project teams and direction of all technical and administrative operations of projects.

  6. Take the lead in responding to changes in the operating environment and making decisions on reallocation of program resources, adjusting functional and reporting relationships as appropriate.

  7. Ensure the high quality, within-budget, and on-time delivery of interim and final results agreed upon with the donor. In collaboration with USAID, partners and key stakeholders, periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets.

  8. Ensure that the program has adequate staff to carry out high-quality work and that staff are recruited and hired in accordance with local, donor and MSH requirements.

  9. Ensure collaboration with partners, donor, and stakeholder representatives.

  10. Provide for and ensure that project field offices have adequate security and emergency plans in place. The operational elements of the development, implementation, and dissemination of the plans may be delegated, but overall responsibility for the security and safety of MSH personnel and property remains with the project director or manager in country.

Relationship Management

  1. Cultivate, manage, and strengthen positive, productive relationships with USAID, Ministry of Health, other governmental agencies, partners, other cooperating agencies, NGOs, etc.

  2. Serve as the primary representative of MSH with, and liaison between, USAID, MOH, and other collaborating agencies on all administrative and financial matters related to the Project.

  3. Ensure consistently effective, timely responses to donor and other key stakeholder inquiries and concerns.

  4. Together with the MSH/Cambridge, maintain good working relationships with all partners and sub grantees to assure that the projects receives the full benefit from their specific areas of expertise.

Supervision

  1. Serve as a mentor/coach for new Project Directors, as requested.

  2. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting performance planning and reviews; communicating, implementing and assuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.

  3. Ensure existence across projects of adequate supervisor-employee relationships which support professional development and mentoring, and address problems in a timely manner.

  4. Manage and supervise the project staff in the identification of all technical assistance needs required to achieve the expected outputs of projects, develop suitable scopes of work, recruit consultants, and execute technical assistance contracts.

  5. Supervise the work and assess the performance of all long-term and short-term advisors and consultants, in collaboration with in-country personnel.

Monitoring and Evaluation

  1. Oversee development of a monitoring and evaluation plan and guide the implementation of that plan throughout the life of the various projects assigned.

  2. Oversee the selection and utilization of appropriate indicators that are directly linked to, measure and report progress against required results.

  3. As needed, ensures the establishment of baseline measures for all indicators.

  4. Ensure appropriate, timely, and accurate monitoring and evaluation of people and Project work.

  5. Ensure that project reports are completed and submitted on time and with high quality.

  6. Oversee the documentation of the results and lessons learned from project and the dissemination of this information within and beyond projects.

Business Development

  1. Serve as Technical Support Lead (TSL) for MSH proposals in West Africa and elsewhere that are focused on RH/FP, RHCS, HIV/AIDS, integrated health services, Leadership, Management, and Governance, and other relevant technical areas.

  2. In liaison with the supervisor, and the MSH Centers, identify and document opportunities for MSH in West Africa.

QUALIFICATIONS

  1. Proven experience in successful leadership and management of large health programs, mentoring a large staff to creatively achieve results in resource-constrained environments.

  2. Demonstrable experience in high level advocacy to government policy makers with evidence of successful leveraging of additional resources to support program budget.

  3. Medical Degree or Master’s Degree in Social Sciences or related field, or a combination of relevant education and experience.

  4. At least 10 years of senior level experience managing/implementing health programs and/or leadership, management, and governance programs and capacity building programs, preferably for USAID or PEPFAR-related projects.

  5. Significant knowledge and understanding of leadership, management, and governance programming in developing countries.

  6. Demonstrated experience in leadership and management program implementation.

  7. Excellent communications and public relations skills.

  8. Fluency in English and French required.

  9. A visionary with ability to inspire Project Directors into big picture and strategic thinking and practices that generate new directions for the program, country and donors.
