Chemonics seeks an indefinite delivery/indefinite quantity (IDIQ) contract director for the five-year, multibillion dollar, USAID-funded Global Health Supply Chain Project, expected to be awarded and operational in December 2014. The project will consolidate procurement and assistance components of the current USAID DELIVER and Supply Chain Management System programs. It will support global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health, focusing on global commodity procurement and logistics, systems strengthening to support in-country supply chain management, and collaboration via strategic engagement to improve long-term global supply of health commodities. The project will be USAID's primary vehicle for procuring and providing health commodities to partner countries and assisting them to improve their management of health commodity supply chains. Responsibilities include:
Plan and coordinate all project-related activities and management of personnel in the Washington office
Lead client and stakeholder relations, including other donor organizations with whom coordination is essential
Liaise directly with USAID and other collaborating agencies on all programmatic and performance matters
Develop and manage technical strategies and work plans with the flexibility to modify depending on client needs and changing circumstances
Work closely with all consortium members to ensure their support, integration, and performance
Execute contract in compliance with contract provisions; negotiate contract amendments in consultation with the client and home office
Monitor programmatic, financial, and administrative performance and identify, develop, and maintain strategic alliances with other supply chain donors and stakeholders
Qualifications:
Advanced degree in management, international development, or public health required
Minimum 15 years of experience in medical supplies and pharmaceuticals supply chains and/or program management for global public health programs and relevant experience in developing countries
Direct experience leading a large-scale organization with multicountry operations
Proven skill in leading and managing a large high-performing team of senior managers and technical specialists
Ability to work with U.S. and foreign governments and cooperating partners in implementing complex programs
Ability to integrate stakeholders from the U.S. government, host-country governments, nongovernmental organizations, and the private sector
Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
Proven capacity to implement USAID policies and procedures
Demonstrated leadership, versatility, and integrity
Fluency in written and spoken English required; knowledge of French, Spanish, or Portuguese preferred
