International Business & Technical Consultants, Inc. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth and democracy & governance. IBTCI’s other practice areas include: Accountancy and Financial Management; Procurement Services; Banking and Finance and Private Sector Development.
We are currently looking for a Director of Monitoring and Evaluation.
Director, Monitoring and EvaluationManagement responsibilities include:o Responsible for a significant level of business development activity, both proactive, and responsive, e.g., bid/no-bid vetting, proposal development, proposal writing, and proposal management, to include all support activities through to submission
o Initiating and following through on new business development opportunities;
o Taking the lead or serving as a team member in proposal preparation activities;
o Drafting M&E sections of proposals in technical areas other than M&E;
o Managing M&E practice resources in project implementation;
o Representing IBTCI in business development or project implementation meetings with partners or clients
o Supervise staff
o Strategic oversight for contract implementation including overseeing logistical and operational aspects of contracts
o Oversee consultant recruitment for proposals and short term technical assistance activities
o Budget management and oversight for contracts
o Quality control for contracts and work products submitted by consultants
o Facilitate development of consultant and sub-contractor contracts and purchase order agreements.
o Manage relationships with U.S. and internationally-based consultants and sub-contractors.
o May serve as primary DC-based point of contact for project’s USG COTR.
Technical M&E responsibilities include:
o Taking team leadership / support roles on M&E projects
o Conducting development project evaluations, assessments and related sector or policy studies
o Designing or providing assistance in the design of performance management systems and evaluation methodologies and tools
o Conducting analytic tasks on evaluation projects
o Providing M&E training services
Qualificationso Master’s degree in International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration and/or Statistics/Social Research;
o 5 to 10 years of experience in monitoring and evaluation (M&E) of foreign assistance activities;
o 15 years of experience in program management of foreign assistance or donor activities
o Expertise in at least one of the M&E-related activities such as statistical analysis, impact analysis, performance evaluations, instrument design and management, M&E training;
o Demonstrated experience in two or more of the following sectors: Agriculture/ Food Security, , Conflict and Crisis, Democracy and Governance, Economic Growth, Global Climate Change/ Environment, Global Health.
o Experience designing M&E systems for international development projects;
o Experience in all aspects of the proposal process: capture management; partnering; research; recruitment; writing; red-teaming; support to costing.
o Overseas experience working in M&E;
o Strong communication skills (oral and written) required.
o Demonstrable results oriented, flexible and problem solving skills.
o Fluency in the English language is required and a working competence in another language is desirable.
