Position Summary

The Deputy Project Director (DPD) will provide informatics development and implementation expertise for projects and business development activities in various countries internationally including Kenya and Haiti. This position is based in either Washington, D.C. or Durham North Carolina and entails approximately 10-30% overseas travel. The Deputy Project Director, in coordination with the Project Director, is responsible for ensuring headquarters and country operations are functioning effectively and meeting all technical requirements. Additionally, the Deputy is responsible for ensuring project reporting deadlines are met and additionally assists in business development and publications preparations.

Minimum Qualifications

• Degree in Health Informatics, Computer Science, Engineering. Degree/advanced degree in Public Health or related field a significant plus
• Eight or more years experience working in public health, with at least 5 years working in international information technology for PEPFAR or HIV/AIDS programs
• Experience leading IT and or Strategic Information (SI) components of health related project, management of IT team
• Training in and experience applying IT industry best practice including software development life cycle,
• Must be technically oriented and skilled

Preferred Qualifications

• Work experience in a developing country, preferably Africa, Haiti a significant plus
• Software or Systems Certification including SQL, Microsoft ASP .NET, SPSS
• Familiar with MongoDB, NOSQL, Map Reduce, Apache CouchDB, SQL Lite, a major plus
• PMP, Agile Scrum or other IT project management course work/ certification a plus
• Fluency in French a plus

Essential Functions
• To conduct informatics activities and support field-level project technical operations in program development, work plan development, reporting, materials development, and knowledge management
• In collaboration with both HIS and SI Advisors in assigned countries, lead the design and develop data collection methods and instruments to formulate short and long term plans
• Perform ICT assessment, requirements analysis, storyboarding solutions using UX tools; Reviewing high level Use Case, Providing Mentorship to software development teams
• Work with the team to implement and test applications before fielding software, analyze project data, synthesis findings, produce reports and other data in order to report project information, plan future activities and secure future project funding.
• Work with the PD and the country teams to enhance, promote and assist with the further development of health informatics by organizing meetings, workgroups, developing work and action plans and facilitating trainings and training materials as required.
• Assist with business development initiatives by assisting the PD in drafting SOW, level of efforts and in preparing technical proposals, as assigned.
• Formulate new technology partnerships and collaborations, strengthening relationships for country ownership of the informatics project.
• Ensure in-country teams utilize best practices and continuous quality improvement techniques
• Lead in software and project trainings, Participate in workshops and meetings
• Lead in-country counterparts with: stakeholder engagement, capacity building, and monitoring and evaluation
• Provide technical assistance to promote monitoring and evaluation strategies to facilitate data usage and ownership in a manner that enhances the program and promotes sustainability
• Represent Futures at international meetings, ministry level events, institutions, agencies and stakeholders, sharing information and updates
• Manage communications with remote staff using online tools
• Coordinate and resolve questions and issues from the field to ensure timely, accurate and comprehensive responses
• Review, understand and adhere to Futures Group policies and procedures to meet or exceed Futures Group expectations, goals and practices
• Other tasks and initiatives as required
